That is necessary if you want to keep your industry from becoming dead. Heavy import custom duty will deter people from buying imported stuff and this makes local production more competitive. This should continue until your infant industry can compete with world's giants. It is a good policy by Iranian government. Pakistan's own car industry was killed by these large global companies and every time a car industry is about to be born in Pakistan eg. Proficient, Revo etc the large global corporations kill them.
