1. not just a simple "yes or no"... if anyone has objections to a motion, they will voice their opinion and say why they vote "yes" or "no", or if someone has a suggestion or recommendation, they voice their opinion... this is compulsory... comes from the socialist credo "one who produces, can consume"... here the production is one's opinion... contribution to society is a right and a duty.

2. the voting will not be via paper votes or by computer buttons... since the voting has to be direct, with each's opinions and within a certain "basic people's congress" ( local area/commune ), the voting will be live and verbal, in a suitable hall or venue... the names will be recorded of course along with yes/no and opinions/suggestions/recommendations.

3. the voting will be recorded and supervised by the secretariat of that "basic people's congress"... and once complete, will be sent to the higher levels.

4. the secretariat itself of every "basic people's congress" will have been chosen by consensus by the people of that area by the same voting process.

a simple system... and it seems to have been adopted by "occupy london"...

Even Leonard Mlodinow later on produced a theory backing the stuff Chopra was talking about.

Take a day out, read on Placebo effect and come back. A treatment with 11% or less success rate is not a scientific treatment. Placebo has >20% success in certain conditions! heck even homeopathy with near 30% success rate is regarded as placebo is medical world.

There are already many hypothesis on placebo, and many papers on its study is reputed journal. But the results are not consistent to be qualified enough to be regarded as 'theory'.

So his organization works with the patient's doctors and hence in addition to conventional therapies provide adjuvant therapies. The stuff that he is doing is now replicated across the medical spectrum with doctors endorsing meditation, yoga, herbs, counseling as great addition to their approach.

This is not just a simple matter of disagreement between skeptics and believers. There is a reason these debates happen and more and more people engage in them. We live in a dangerous world and convincing the world that we are right, means perhaps saving the planet. The argument covers a lot more than medical science.

As Deepak chopra said in that conversation with dawkins in that video,
you have to be open minded not closed to discover science.
As a doctor he is perfectly right in keeping a open mind, without that you will never be able to progress.
I see people who have faith are more prone to accepting things with a open mind and progress than the atheists who have a rigid fixed mind types.
