You see NPT won't say that you have to buy your devices and technology from open market. it say if you want to introduce nuclear material into those device you must announce it to IAEA 6 month in advance and we Honored that

you see the beauty of NPT or Even Additional protocol is that they won't ban us from enriching uranium ,they ban us from making a detonation device . so well we can make another research reactor like Tehran Reactor but instead of making it according to it's current design we make it according to it's original design and then we have a valid reason to enrich Uranium up to 96% (Yes before the revolution that reactor worked with 96% uranium that came directly from USA) we also fully activate the fuel cycle and produce as much Plutonium as we like after all we are making them to use mixture of Uranium and Plutonium in our reactors which may other countries do to gain higher output.

Iraq was able to use helicopters to crush Shia and Kurdish rebellion because no fly zone was only for fixed wing aircrafts and did not include rotary wing aircrafts. As US had agreed to those terms with the defeated Saddam forces, they could not shoot them down.
