Well it is a modified design so not exactly starting from scratch but of course they have to go through the process of re-certifiying and demonstrating performance criteria. ADA had started work on the MK.2 a few years ago and are saying the first flight will take place in 2018/19 which seems credible ad with the new DM/GoI in office I'm sure they will eb under tremendous pressure to deliver and stick to their deadlines.But you do understand that redesigning an aircraft is not a simple thing right? It means that everything will have to start from scratch all over again including the design, implementation, prototypes, trial runs etc. etc. etc. How many years/decades do you think it will take for Mk2 to make its first test flight?

CAG is right that LCA is late and still not 100% ready but sir thing is we dont have so much extra money that we can fulfill all whims of IAF

You really the LCA is at the very bottom rung of the IAF's firepower ladder? For deep strike missions the IAF has the best of the best (strike fighter)- the Rafale, Mirage 2000 (and to an extent Jaguars) who will equally be escorted by the best of the best- the Su-30MKI.If LCA cannot penetrate the enemy defenses, then F-16 BLK52 and JF-17 stand no chance of doing that either.
It is not a question of money, the CAG report is based on outdated information (and understandably so) as simple as that.
