The working principals of the engine, transmission, clutch, chassis, steering system, braking system,etc, could be easily found from internet or book stores. But can Vietnam make such a mini car fully independently?

You mean copy is an easy job? SU22 has been in service in the VN Airforce for
almost four decades, but can Vietnam today make its own SU22? If a complete fighter is still too complicated, can Vietnam independently make the cockpit glass, or land gears?
Thats why, VN must try to unify sub Mekong region to become bigger and richer.
