That's your typical bullshit. The capital was moved from Nanjing to Beijing during the reign of Emperor Yongle of the Ming Dynasty, which was a Han ruled period. The reasoning was that the Emperor should bear the responsibility of resisting barbarian invasion, and by posting himself near the border he aimed to make an example.
 
Han Chinese had no business in Beijing until the Ming Dynasty. What kind of a dynasty would build its capital next to the border?

Did you forget to take your retard pill again? This was China during the Warring State period, where the Yan Kingdom first established its capital at modern day Beijing, more than 2500 years ago.
