Land acquired for Indian economic zones

The Bangladesh Economic Zones Authority (Beza) has completed the acquisition of 1,106 acres of land for three special economic zones exclusively for Indian investors.


The Beza acquired 110 acres land for Mongla Economic Zone in Bagerhat, 496 acres for Bheramara zone in Kushtia and 500 acres for the Mirsharai zone in Chittagong.


The process to acquire another 550 acres for the Mirsharai zone is underway.


The prime minister has approved the development project proposal for the Mongla and Bheramara zones, said Paban Chowdhury, executive chairman of Beza.

Besides, two such proposals for the Mirsharai zone and two ICT-based economic zones to be set up in Munshiganj have been sent to the PMO for approval, he said.

India will provide $278 million to establish the five zones, of which the ICT-based zones will remain open for all investors, Chowdhury said.

International contractors have been selected for the development work of the five zones, he said.

Chowdhury believes the successful implementation of the Indian economic zones would eventually reduce the trade imbalance between the two countries that heavily tilts towards the neighbouring country.

An Indian diplomat in Dhaka told The Daily Star that they are keen to start operations in the three zones as soon as possible.

“Our investors, including giant Adani group, are eagerly waiting to set up their industrial units in the economic zones.”


The fund for four of the economic zones will come from second line of Indian credit of $2 billion that has been issued for Bangladesh in March of 2016.


The funds are disbursed under a memorandum of understanding signed between the governments of Bangladesh and India during the last visit of Indian Prime Minister Narendra Modi on June 6 in 2015.

The Mirsharai zone will be developed with fund from the third line of credit of $4.5 billion, disbursement of which is yet to start.

The economic zones aim to promote balanced development of multi-product industries in different parts of the country, create jobs for the locals and attract foreign direct investment, Chowdhury said.

In February, Bangladesh and India set modalities for building economic zones in Mongla and Bheramara at a cost of $88 million under the second line of credit.

According to Chowdhury, the Beza has completed acquiring a total of 40,000 acres of land for economic zones across the country and has awarded 23 licences to private the sector to set up the zones.

Of them, six are final licences and the rest are primary.

The final licences were given for Mehgna economic zone, Mehgna industrial zone, Bay economic zone, Abdul Momen economic zone, City economic zone, and Aman economic zone.


These zones have already started production, Chowdhury said. Eight new industrial units will be opened at the Meghna zone on March 31.


Another 14 private zones are in the pipeline to receive primary licences. The prime minister has so far approved 56 sites for the economic zones.

It's okay to give Bhartis land for industrial use, but we must ensure they employ enough Bangladeshis as top managers (there must be more than 50% representation in the local supervisory board comprised of Bangladeshis). There must be rules to that effect. Too many Indian companies bring in their Indian staff locally - just to ensure that they keep dirty company secrets 'all within the family' and their cheatery and thuggery doesn't get revealed.

If they bring in workfloor level Indians to work in our country - displacing Bangladeshi jobs, I'm not okay with that concept either. This is not their 'baap-ka zemindari'. We call the shots in the SEZ's and we make the rules. Otherwise they should GTFO.

Unfortunately I get the feeling that these banyas are just going to take advantage of Bangladeshi naivete and cheat us high and dry...like they have done in a lot of other countries.

Even in WB itself these banyas set up shop and refuse to hire local Bengali-speaking WB natives! And these WB people are by definition Indians!!

It would be cheaper to hire Bangladeshi workers as long as they have the required skill set for the job.

Indians (along with other nationalities) are employed in managerial position in Bangladesh because Bangladeshi graduates lack skill-Quoting your UGC chairman.

They signed an agreement for Rampal 1320 mw plant 8 years ago, how much power BD is getting from the unit now ?

The point is why tie up 1000s of acres of land in proposal and discussion when this project probably not gonna see the light of the day in next 5 years ?

If the investors bring any Indians here they must also ensure to give them proper training to prevent any cultural shocks due to the cultural differences between Bangladesh and India. The training must include:
  • Developing skills on how to use latrines
  • Importance of hygiene and cleanliness
  • Proper sanitation and its effects on the environment
The training must be approved by a local municipal corporation in Bangladesh and the cost of the training must be entirely borne by the investors.

I even don't know what Indian companies will be doing here in large numbers, since they already have deep seaports, raw-materials, cheaper energy, plenty of cheap labour, better backward linkage industries, bigger internal demand in India. Except we got GSP facility in EU countries, tariff free exports to China and some other countries, some scopes for import substitution industries (eg. tire). Local industries are already quite competitive and a lot of joint ventures are on their way to fullfil further local demand. Why countries like China, Japan, Korea willing to shift their industries to Bangladesh is easily understandable but facing similar conditions that of Bangladesh; Indian companies coming in a number to invest here, is sort of confusing. Somebody must be in fools paradise, except not sure who that is!

Same happens with literary every project in your country, never saw your concern then.

Case in point- $1.5 billion elevated road in Dhaka which was supposed to be complete in 2015. How many vehicles use that road these days ? :D

You are forgetting the most important thing.

They should be taught in very clear manner, work place harassment isn't accepted. And how to respect their female colleagues.

Good point but girls here are way out of their league.

However, if any situation arises, we should immediately include mandatory sterilization for the Indian employees in the agreement.
