Thats terrible thinking, in majority of cases they are blamed wrongely, kisi aur cheez ka badla lia jata hey. For example , two friends in lahore got drunk in sharab and fought with each other. The muslim one got beaten up, so to teach the lesson to his christian friend, he went to Mohallah and rallied muslims against christians that they have done blashphemy. Within minutes, the mob was on christian colony...
I have observed this same mob terrorism in india also.
simple eliminate those who misuse the law

removing the law is not the solution ... peoples can get hanged for false accusation of murder ? remember ZA bhutto ?
so its not the law but the mindset of peoples which has to be changed .. if we have one good and educated islamic scholar alive in Pakistan he should come up and speak up .. even if some has the charge of Blashpemy on him/her . let the state investigate and give him/her punishment ... ( and the punishment should not be more than Imprisonment ) death penalties for Blasphemy is to much in today world with peoples minds are so corrupt .. as we see in Pakistan this law is been misuse against minorities .. but again removing law will not change anything but making things worse ..
