There is a court system - tell me how many arrests this same police made from the mob?

One has to wonder that why are blasphemers only being found in Pakistan? All of the Muslim world where there is so much more modernism, no adherance to Islamic way of life but Islamic laws exist there too, but they don't have these many issues of Blasphemy?
