The government of India recently shortlisted Larsen & Toubro (L&T) and Pipavav Defence & Offshore Engineering Company which can compete with Public sector companies to build 6 AIP equipped Conventional Diesel Submarines under Project 75i for Indian Navy.

Reliance Infrastructure which belongs to Anil Ambani recently brought stake in Pipavav Defence and Offshore Engineering just before the government announced that Pipavav Shipyards have been shortlisted. According to sources close to idrw.org both Private shipyards for the first time will be awarded to built 1 submarines each and four submarines will be awarded to PSU shipyards owned by Ministry of Defence.

Recently high-level committee headed by vice-admiral Subhedar, which had inspected both public and private shipyards shortlisted candidates to issue the request for qualification (RFQ) for Project 75i. idrw.org already has confirmed in earlier report that Goa Shipyard which is based in Defence minister Manohar Parrikar Home state has already confirmed to idrw.org that they are opting out of Project 75i since their shipyard lacks infrastructures for building Submarines and Shipyards is focusing on construction of eight minesweepers for the Indian Navy which recently has been awarded to them.

Garden Reach Ship-Builders, Hindustan Shipyard, Mazgaon Docks are Public sector units which will bag orders to construct remaining 4 submarines and Mazgaon Docks might take the cake with orders to build 2 Submarines in their shipyards.

Under Project 75i, all six submarines will be built in India on the lines of the predecessor P75 Scorpene production line at MDL, next generation diesel submarines will come with Air Independent Propulsion System (AIP) technology. Potential candidates for Project 75i are French DCNS ‘Scorpene’, Russia’s Rubin Amur 1650, the German HDW Type 214, Spain’s Navantia S-80

So basically 4 Shipyards will build 6 subs. Induction will be faster then IMO as first 4 subs will be ready at more or less but same time.

This is an indicator that there will be much more than 6 subs built. 8-)

Its the IN way to build up capacity and encourage efficiency via competition. Then, Engage with full strength.

I am taking this news with pinch of salt, as engaging 4 shipbuilder to built submarine is too much in my sense. Same capability would have to be created in 4 places and because of this cost will shoot out of hand.

Exactly I was about to say . ! So now Tot is been shared with 3 ship yards at the same time. Many things should have aimed : 1) Now we know who can obsorb the technology faster . 2) Time will be reduced drastically 3) As you rightly said we might increase larger SSK to 10 or 12 . Instead of going for smaller Scorpions . 4) More importantly bow we will know who is more efficient .5) So we will have credible multiple submarine supply line with the country.

By adding 3 additional Scorpions and atleast 12 P75I will complete our SSK requirements of today . 6 more SSN can be used for our two CBG Vikrant and Viki. ?

Costs are going to sky rocket if the TOT and infrastructure is developed in 3-4 yards, maintaining 2 submarine lines is sensible but 3-4 is an overkill.If faster acquisitions are need then complimentary capacities have to be created in each yard instead of each yard building all the capacity to build submarines.
I am afraid this might be an MMRCA like white elephant.

The source says it all. In such highly lucrative deal one should not look at there sources as they are often wrong. It is likely that HSL will get to build 4 subs and remaining 2 by a private one. If the German type 214/215 is selected then it's HSL as they have recently signed a MoU with S.Korean shipyard which is at present building type 214, else it would likely be Amir 1650 by MDL and it will take decades to complete it.

Giving orders to more than 2 shipyards is sheer lunacy

You don't setup infrastructure and do trainings for just one sub

4 subs in public and 2 private

Last time we awarded all 6 Submarines to one shipyard to save cost now after 9 years we are yet to get even one submarines from that shipyard and cost overruns were norm and Infrastructure was limited to one shipyard . We have to also plan for Nuclear SSK which has been cleared recently .

This will increse costs but competition as well. Also it would reduce completion time .this move also states we may have more sub in future

If we want to save money and cost , we could have told Supplier country to manufacture them at their shipyard , but clearly we are not doing that , We have only two shipyards who can manufacture and another one who can do refit , pretty easy for enemy to know where they will go for repairs in-between war .

Lets face it, we are not going to get more than 6 scorpenes.

Whatever sub is chosen for P75I will form the backbone of Indian fleet till 2050 atleast
Considering the fact that they are going to be much larger than Scorpenes and will be equiped witg AIP and Brahmos,, so it makes sense to order 9-12 of them rather than 6
Since these will probably be the last foreign sub that we buy.
Also we need to have 18 SSKs so as to effectively project power in our area of operations.

This news is serious precusor to a problematic scenario. Dividing just 6 between so many yards will escalate cost and tech tie up issues and thereby defeat the biggest aim of Project 75i - To create a second line of submarine manufacturing involving private sector in India. Giving just 1 each to L&T and Pipavav is ridiculous.

Unless there is a twist in plot and numbers are more but that is presently not possible. The estimation is 50-60k crs which can support 6 subs only at an average of 8.5-10k Cr per submarine.

A twist in plot could be (a speculation of course) is Japanese government agreeing for Soryu and may be private yard (l&T or Pipavav) completing it and hence they are given light loads to ensure they can fulfill orders via Soryu. The other competitors or a G2G deal for say additional 6 submarines may be highly unlikely unless Russians may offer say a new submarine like Borei which is off course irrestible but again highly unlikely.

Btw soryu deal with australia is something which PM Abe is trying hard. In that regard, some planned changes are like this.

Thus, PM Abe is working steadily to change the Japanese laws to accommodate defence sales of Hi tech gear like soryu submarines. And since PM Modi and PM Abe are very very good friends, it may be speculated that Japan may agree to such a deal at G2G level. Only point would be whether they will allow Soryu construction in India.. Nevertheless Mitsubishi Heavy industries tie up is bound to come and japanese influence on Sub tech and may be def tie up is high probability
