KUALA LUMPUR — A meeting of Muslim nations to be held in Malaysia failed to attract key Middle Eastern powers amid differences over regional issues, diplomats said.

No agenda has been released for the meeting to be held in Kuala Lumpur, which has been shunned by more than half the invited nations including Saudi Arabia, Egypt, the UAE and Pakistan.

Malaysia's Prime Minister Mahathir Mohamad and Turkey's President Recep Tayyip Erdogan are expected to speak during the four-day summit, which began with a welcome dinner on Wednesday and wraps up on Saturday. Iranian President Hassan Rohani and Qatar's Emir Sheikh Tamim Bin Hamid Al-Thani are also expected to attend.

Diplomats said the meeting could address divisive issues including the Kashmir region, which is disputed between India and Pakistan, the conflicts in Syria and Yemen, the plight of Myanmar's Rohingya Muslim minority and mounting outrage over China's camps for Uighur Muslims in Xinjiang.

Explaining its decision to stay away, Saudi Arabia said the summit was the wrong forum for matters of importance to the world's 1.75 billion Muslims. Saudi state news agency SPA reported that on a call with Mahathir on Tuesday, Custodian of the Two Holy Mosques King Salman reaffirmed that such issues should be discussed through the Organization of Islamic Cooperation.

Even as delegations were arriving in Kuala Lumpur, Malaysian officials were unable to provide a final list of who would be attending. Mahathir's office said invitations had been sent to all 56 OIC member states, but officials said only about 20 were sending delegations, and fewer would be led by heads of state.

One Saudi commentator said the summit was intended to further the cause of the Muslim Brotherhood, a regional group that is classed as a terrorist network by Saudi Arabia, the UAE, Egypt and Bahrain.

Defending the summit, Mahathir's office issued a statement saying there was no intention to create a "new bloc as alluded to by some of its critics".

"In addition, the summit is not a platform to discuss about religion or religious affairs but specifically to address the state of affairs of the Muslim Ummah," it said, using the Arabic term for community. Speaking to Reuters last week, Mahathir expressed frustration with the OIC's inability to forge a united front and act decisively. During that interview, the Malaysian leader also raised the possibility that the alleged mistreatment of Muslim Uighurs in China's Xinjiang would be discussed.

I doubt anyone actually expected the slaves of the west to join this summit.

Salute to Malaysia, Turkey, Iran, Qatar & Indonesia.

Hope Pakistan will join at a later date.

Saudi Arabia has no new ideas nor philosophies for Muslims to hold onto in this modern, changing world. I believe ideas and philosophies are the MAIN contention in the Muslim world. Sectarianism is just a simple dumb way of simplifying this latent but serious issue. You can see Saudis getting mad, but mad for what? having ISlam's 2 holiest sites in your country doesnt necessarily mean you have the leadership, wisdom and knowledge to guide the world's Muslims..

How can you not agree with Ergodan's statements?
I agree with Erdogan's idea that it is about time that a Muslim nation was part of the big 5. I expect that there would be no consensus EVER as to which Muslim nation should become part of the UN Security Council...nor would it be possible at this time for UNSC to allow a whole bunch of Muslim countries as members...if we r lucky with a concerted effort and continued pressure of a large amount of Muslim countries they will at best allow one.

In that case I think it should be proposed that the member nation be selected on a rotating basis from various "blocks". The Arabs can select a nation from their block(periodically), the Turkic nations(central Asia) can select one from their block(periodically), in the east Indonesia/Malaysia/Bangladesh/Brunei can select one(periodically), African Muslim nations can select one from their block, Pakistan and Turkey could be grouped together(taking turns), and Iran.

That's 6 candidates...one from each grouping. The reason why it has to be this way is bcuz Iran has its own agenda/goals, Arabs have their own, Turkey has its own, etc. If only one permanent member is selected...let's say KSA...then Iran and Turkey would object...and the same goes for basically any other Muslim nation. With that above proposal each block will nominate one every six years from their grouping making it a total of 6 nations. Each of these 6 will be a member of the security council for 1 year...which adds up to 6 years(6 nations taking turns 1 year each). Then after 6 years the next 6 nominated nations get appointed for one year each.

Having this veto power would ensure to an extent that Muslims have some say...although I expect that mostly it will be used to further their own agenda for the most part. The Arabs will use it for their own agenda so will Iran and so will others...but by limiting it to one year and rotating different nations...hopefully it wouldn't be too unbalanced.

if Pakistan participates in this it will be bankrupt before the plane lands. Saudi and China are bankrolling the country - how are you gonna open your mouth about a non-Saudi lead or about Xinjiang?

A couple of other notes:

* to unite there needs to be a valid cause. Nobody in the somewhat developed part of teh islamic countries believe they can hustle up a quorum against terrorism and resultant black mark on islam because they know first hand that their own membership is what is banrollling the terror.

* Mahatir attempt is therefore clearly a weak attempt to usurp leadership away from the Saudis; like erdogan, Mahatir as he grows older, wants a global legacy and thought this could be it

Pakistan can very well survive without any sort of bankrolling , a fact probably incomprehensible for your brain smaller than your ... cant understand. At this point lots of our laundered money is in UAE that we are trying to get back so we need certain level of relationships with them not to forget our labor in big number which is there.

Result: war on terror killed 2 million Muslims.
