tamilnadu is tenant of the dam not the owner ..dam and catchment area completely under kerala state ,so deployment of central forces wont happen with out kerala's permission

Oomen chandy just announced kerala will go ahead with their own plan to create a new dam without procuring any sort of "consent" from the tamilians if they keep stalling the issue !
