Developing countries often do not follow the international rule of law because even domestically they have problems on the rule of law, whether it's on setting up a business, court procedure, corruption, currying favors, rules and regulations on safety etc. It's the rule of man which developing countries often practice; whoever's more powerful can ignore or override the rules of the system they are in. They simply do not have the tradition for respecting the spirit of the rule of law. And the spirit of the rule of law is total for a mature society. You can't respect the domestic of rule of law while flouting international rule of law without pushbacks from the thinking part of the society.
And it will take some time for developing countries to cultivate a spirit for the rule of law even if they have achieved material abundance, because societal progress will always lag behind economic progress. For China, they have only enjoyed economic prosperity in recent times and it will take time for their society to mature. I'm not so naive to think that tiny Singapore can change China or Indonesia. Change can only come from within their own society.
