They are fighting fascism (hence the arrow going into the swastika, which has Hindu uses and was also used by the Nazis). Recall that the Nazi occupation of various European countries (just like the Indian occupation of IOK) was illegal, immoral and met with vigorous resistance forces that were celebrated for their insurgencies (French, Polish and many more.)

The arrow piercing the swastika flag represents their struggle against Hindu nationalist occupation, just like the European resistance movements fought against Nazi occupation. We wish them well.
