The Godhra episode was definitly a attack, which is not something that is unheard off, there is always some bomb explosion or the other wether it is in delhi diwali time, akshardam temple. You are seeing the same in Pakistan. Its a new trait somehow radical muslims have picked up.

Fatal '02 Hindu train fire laid to accident, not mob

NEW DELHI A train fire that killed 59 Hindu pilgrims, setting off deadly sectarian riots in the state of Gujarat in 2002, was an accident and not caused by a Muslim mob as originally alleged, an Indian government investigation concluded on Monday.

About 1,100 people, mostly Muslims, died in rioting and bloody reprisals that lasted for weeks after the train fire on Feb. 27, 2002. As many as 600 people were reported missing.

The four-member committee appointed to investigate the fire said it had probably started inside the train car carrying pilgrims, or kar sevaks. "Moreover, the possibility of an inflammable liquid having been used is completely ruled out, as there was first a smell of burning, followed by then smoke and flames" said the retired Supreme Court judge U.C. Bannerjee, who headed the committee.

"On the basis of the available evidence, the committee has found it unbelievable that kar sevaks armed with trishuls" or tridents, "would allow to get themselves burned without a murmur," he added.

Witnesses and officials said at the time that the train had been attacked at Godhra, a Muslim-dominated area in the western state of Gujarat, 160 kilometers, or 100 miles, east of Ahmadabad. The pilgrims, activists in the World Hindu Council, had been returning from Ayodhya in Uttar Pradesh, where thousands had defied court orders and gathered to build a temple on the ruins of a 16th-century mosque that was razed by Hindus in 1992.

The deaths, mostly of women and children, triggered days of arson and killing by Hindu mobs.

Railways Minister Laloo Prasad Yadav, who took office last May as part of a coalition government led by the Congress Party - which won support from Muslim voters - set up the committee in July. It made at least two trips to Godhra for its report.

Gujarat's Hindu nationalist administration has been accused by several domestic and foreign human rights groups of turning a blind eye to the riots and in some cases helping the troublemakers.

The previous Hindu nationalist federal government led by the Bharatiya Janata Party was also seen as a passive bystander to the riots. Although party officials denied any complicity and publicly condemned the attacks, they resisted opposition calls for the central government to halt the violence.

I once met one Indian Kashmiri at an airport of small town, in Saudi.
He was a reasonable officer in some company but he cried like child while talking about atrocities of Indian army.
