I don't know who was licking what.

Yes kargil pakistan won militarily. Then indians beg US to put pressure on Pakistan. The US then bribed Nawaz sharif and ask him for withdrawl. Nawaz ordered withdrawl which made the military very unhappy as they gained the occupied land with their hard work. Military then kick that sellout Nawaz and came to power.
Pakistan still hold the key peaks which shows it's victory.
