Wrong. Poorer side thinks of it not as a cost but as an asset/investment and other side can afford to pay this cost because it's bank balance has been continuously increasing and is not in risk of falling anytime soon.

Status -quo thus is the most natural and low energy state and it is divergence from the status-quo which require immense investments for which there is no will.

The costs are not just in terms of money, and the status quo is not exactly free of such costs.

What price human misery due to lack of social development?

I repeat all costs are factored in. Moment a less costly alternative arises it would be considered and after deliberation adopted.

All costs include - how costly a solution would be deep states in Pakistan and India.

Easy? It almost looks impossible as of now.

For Pakistan, Kashmir conflict is probably the 2nd most important factor after Islam that helped build the narrative of Pakistan after its creation. Besides, Kashmir conflict helps the Pakistani army to maintain its hold on the country and its resources, letting it go won't be easy for them too. And Pakistan would find it difficult to manage its "Strategic assets" once they settle for LoC as IB, these assets are likely to revolt and turn against its masters in that case.

For India, the biggest challenge will be political, even though we don't control the P-O-K, but officially changing the map carries huge political cost, whoever is in the government will be reluctant to take the risk and hand over a permanent political weapon to its opposition.

I think we need 2-3 decades of peaceful status-quo and improvement of bilateral relations before we can move in that direction.
