Where was the announcement made?

Here:

Winner of CS-II

Well I don't know about result........
Infact this entry highlighted well crafted strategic thought as far as Nuclear deterrence is concerned. ........ Morever evolution of warfare doctrines and how kashmir is the nuclear flash-point is something very serious......

Oh I agree that the article represents what thoughts and wishes are preferred by Pakistan, but the actual results of these policies speak for themselves, Sir.

Oh! Thanks.

I think a simple "Kashmir banega Pakistan" would have served the purpose also...I have seen such 'patriotic' one-liners getting positive ratings etc...

Sir, patriotic wishes and sentiments must be respected. However, international geopolitics plays by very different rules.

Who or what is Hurriyat? It's a fringe separatist group who certainly doesn't represent all Kashmiris. And we are giving lots of flexibility to Pakistan, they can mingle with the separatists or they can talk with us, choice is theirs. Meanwhile, we should also be offered the opportunity to talk to the Balochistani freedom fighters.

Sir, you may want to forget the SImla Agreement, but the UN or any other party cannot ignore this part of the text:

"(ii) That the two countries are resolved to settle their differences by peaceful means through bilateral negotiations or by any other peaceful means mutually agreed upon between them. Pending the final settlement of any of the problems between the two countries, neither side shall unilaterally alter the situation and both shall prevent the organization, assistance or encouragement of any acts detrimental to the maintenance of peaceful and harmonious relations."

It is perhaps more important for India to realize that it cannot realize its potential without settling matters with its neighbors, particularly Pakistan.

India will realize its full potential when it fixes internal issues. settling matters with Pakistan is not even in the top 10

That statement also holds true for Pakistan. Pakistan has a lot of potential too.

Sure, and Pakistan can choose to grow with or without India, it's up to them. But no amount of nuclear weapons can settle the Kashmir issue in Pakistan's favour. Pakistan has very limited option here, they should consider keeping what they already have as the best case scenario.

Turning the present LoC/AGPL into a recognized international border would be an achievable compromise.

. . . . .
Try never

Eventually it will happen, since the costs of maintaining the present stances on both side keep on rising. At some point, they will exceed the ability to bear them.

Wrong. Poorer side thinks of it not as a cost but as an asset/investment and other side can afford to pay this cost because it's bank balance has been continuously increasing and is not in risk of falling anytime soon.

Status -quo thus is the most natural and low energy state and it is divergence from the status-quo which require immense investments for which there is no will.
