Yes, the old "authentic" local clothing, everything changes with time, nothing stays the same forever.

what happened to these type of head scarf. these pictures are not from long ago.
they fell out of trend real quick? all of a sudden they stopped wearing it.

if they stopped wearing those naturally,... over time ... i wouldn't care less.

You can see from today's video some women still wear headscarfs, so no laws banning people wearing them, but they are just less and less popular now.

They can, but headscarf isn't traditional Uyghur clothing. The whole burqa/hijab thing came from Saudi influence.

This is what Uyghur women wore before being radicalized in the 1980's to early 2000's.

how sure are you that they aren't tourist.
Family get together, some very old women still wear head scarfs but young generations don't, the old lady wearing head scarf is not a tourist, the girl in the video says it's her grandma.

From this recent Xinjiang rural village wedding, we can find that all grandmother generation ladies still wear head scarfs while younger generations don't, so no laws prohibiting women from wearing them, but younger generation just choose not to with their own will.
