Actually, in my view: India ought to thank Musharraf and the few odd Jernails of the PA for "cooking up the Kargil Stew"!!! Though sadly, those left in the stew-pot of the Kargil heights were only the hapless soldiers of the NLI and a few from the SSG.
Your views are irrelevant in the context, hanging in the air nuclear deal or Pakistan receiving all the US military hardware is not the subject, however since you are keen to know the recipe for the Kargil stew, this is what one combatant witnessed cooking in the Indian pot.

I recall the poor indian soldiers whimpering like little girls - crying out for their mothers - when we opened fire on their poorly planned frontal assaults. Some of our boys attempted to give them water, risking their own lives, the smell of a thousand latrines as the poor indians were systematically - eaten by dogs, and consumed by maggots.

The smell will never be forgotten, as the vast swarms of beetles and fly's that made it look like some sort of moving carpet, the indian officers - who's name tags could be clearly seen through the scope, who's brains were distributed over the mountain with a head shot.

No Dude my views are not irrelevant at all. Mushy did a great favor to India undoubtedly, so I gotta thank him.
Just as I ought to thank you for that "char anna ki Murgi, Barah Anna ka Masala" recipe but for the fact that the Recipe is un-cookable just as Musharraf's Stew became unpalatable.

Now please do not come with some Recipe for Biryani in response. Cooking is surely not your forte! :)

so hard to suggest IAF shows was poor.

You could ARGUE PAF are poor during WOT judging by the several bases that have been attacked by RAG TAG militia from the taliban. in other words your PAF cant safeguard your bases from a bunch of amateur terror outfits would you call this a poor show by PAF

"Despite the happy ending of the Kargil experience for India, the IAF's fighter pilots were restricted in their operations due to myriad challenges specific to this campaign. They were thus consigned to do what they could rather than what they might have done if they had more room for manoeuvre," said the think-tank in a report released yesterday.

The Kargil war, in which India emerged victorious over Pakistan, the 70-page report titles "Airpower At 18,000': the Indian Air Force in the Kargil War' further brought to light the initial near-total lack of transparency and open communication between Indian Army's top leaders and the IAF.

The report by the Carnegie Endowment for International Peace said the covert Pakistani intrusion into Jammu and Kashmir had exposed a gaping hole in India's nationwide real-time intelligence.


It said the possibility of future conventional wars of major consequence along India's borders with Pakistan and China persists, and the Indian defence establishment must plan and prepare accordingly.

How does that exactly translate into a poor test when the odds are against you, one is the height at which the IAF needed to operate without requisite aircrafts - they came up with some innovative ways to pummel the holed up intruders in the end.
The Kargil war was a victorious war for India and in the wake of a resounding victory it leaves behind a few lessons that India has learnt both diplomatically and in war. The dagger in the back was the gift and the never ending doubt and suspicion it will carry in its mind whenever it deals and talks of peace.
The lacunae in operations between the army and air force has come to light in this war giving way to operationalizing an airwing for the army. Bofors was a resounding success story with its pin point bombardments.
The article clearly makes a case for India to gear up on its mountain warfare skills and have necessary equipment and armor in place for future such conflicts which is very likely.
