I'm not too knowledgeable with the Pakistani government structure...
...but I thought that there were some amendments added to the constitution which allows provincial governments almost all the control over funds...while the federal government controls just a few things.

So based on that the responsibility would fall on PPP to fix this...and considering that they have pretty much had Sindh for decades...and things have only gotten worse...why don't Sindh ppl protest in having this stupid crap repealed. Give central government the power...otherwise if it remains in the hands of PPP or MQM and the likes...nothing would get better...they will continue to eat the funds.
...and Billo Rani would say "jab baarish hoti hai toh paani aata hai...jab ziyada baarish hoti hai toh ziyada paani aata hai".

I'm not trying to belittle Karachiites or Sindhis...so if I'm wrong plz do correct me.

Yaar there is no fight, Sindhi and Urdu speaking are together in this rola , its just the rich Sindhi take advantage of PPPP policy while middle class Sindhi holds the Govt position, but thing is that we have a thing governor Rule , it happen before in time of Mushrraf, Karachi is financial hub, and no matter what these PDFian and some mods say, Karachi chale ga tu Pakistan chale ga .. if people are building industry there, make business then govt needs to take care of the city as well , Karachi would generate even more if we have circular railway , good roads , better electricity issues etc , but problem is people in Punjab for their hate for Urdu speaking and Muhajir , every time Karachi wale ask them to intervene because PPPP is doing shit, they bring MQM into it , bhai MQM ki waja se kia koi Development ka kaam nai karo gay Karachi mai ?

First option will eventually become a Reality, when injustice become norm resistance become necessary .. Altaf started as a leader who demand rights for Urdu speakers and later he become a dangerous anti state .. if things won't change and Fed Govt just keep busy in sucking the funds with no intervention then more Altaf will rise ( of course with the help of Establishment and foreign Agencies )
