Chinese know that clearly, so they are using a "civil" tactic instead of "military" tactic.

Chinese surveillance ships sail near Senkaku Islands for 13th day
NAHA, Japan, Nov. 1, Kyodo
Chinese surveillance ships sailed in an area just outside Japan's territorial waters around the Senkaku Islands in the East China Sea on Thursday for the 13th straight day, the Japan Coast Guard said.
The four maritime surveillance vessels were seen sailing in the contiguous zone around the Japanese-controlled, Chinese-claimed islands in the morning, despite repeated warnings from the coast guard, it said.
Japan and China have been locked in a bitter spat over the sovereignty of the Senkakus, especially since the Cabinet of Prime Minister Yoshihiko Noda's decision on Sept. 11 to nationalize part of them.
Two of the four ships told Japanese patrol boats to leave the waters, relaying the message via radio and electronic displays.
The two ships claimed the waters are administered by China and that they are engaging in legitimate activities, according to the 11th Regional Coast Guard Headquarters in Naha, Okinawa Prefecture.
A Chinese fisheries surveillance ship that had been sailing inside the contiguous zone since Monday departed around 7:20 p.m. Wednesday, the coast guard said.
