In July 2018, Pakistan’s Ministry of Defence Production (MoDP) signed a contract with Turkey’s ASFAT A.S. (Military Factories and Shipyards Management Inc) for four MILGEM corvettes for the Pakistan Navy (PN).

Under the contract, Istanbul Shipyard and Karachi Shipyards & Engineering Works (KSEW) will each build two ships, the first of which is due in 2023. The fourth and final ship will join the PN in 2024.

This agreement is the single highest value contract signed by the Turkish Defence and Aviation Industry to date, and it marks a historic moment as it is the first domestically designed warship export.

On 29 September, the Istanbul Shipyard held the steel-cutting ceremony of the Pakistan Navy’s (PN) first MILGEM corvette. The Turkish president Recep Tayyip Erdoğan presided over the event alongside various government, naval and industry officials from Turkey and Pakistan.

The fourth MILGEM will be the lead ship of the joint-frigate design. Given that the PN is also buying the IP rights of this ship, it is likely that the fourth ship will form the basis of the PN’s next-generation frigates. For the PN, ownership over its own frigate design would allow it to construct additional ships at will. Thus, the in-house frigate it is designing with ASFAT A.Ş.’ could be its mainstay surface combatant in the future.

The MILGEM: High-Tech Asset As-Is
Based on disclosures thus far, it seems that the PN opted to configure its MILGEM ships as high-tech and integrated systems. From situational awareness to electronic warfare (EW) to munitions, the MILGEM, as well as Type 054A/P, will both set the standard for the PN’s surface warships.

Subsystems
Most of the PN MILGEM’s subsystems will come from Turkey. In fact, Aselsan secured a $191 million US contract in November 2019 to supply subsystems for the PN MILGEM program.

For the PN, the reason for this selection is likely a mix of factors, the foremost being Turkey’s willingness to extend a loan for the program. That loan likely covers Turkish origin products and services, so financing is easier for the PN. Turkey also already integrated those systems, so integration costs are lower as well.

However, these systems are also designed for a NATO end-user (Turkey), so there could be a measure of quality or performance involved as well. In a way, Turkey has become Pakistan’s intermediary for Western and NATO-grade technologies it is unable to acquire (at least affordably) from Europe.

Finally, Turkey showed a willingness to open or modify its subsystems so that the PN can integrate its own weapons, data links, and other systems to those solutions.

So Jinnah will have 32 cell vls or 16 ? Also what land attack and anti ship missiles are we planning to put on Jinnah ?

PN didn’t have the money to build anything in the past 15 years. Let alone a Sub as big as a 90B. Only recently is the money rolling in, and Pakistan will build these. 2 of the type 054s are being built in Pakistan, so are half of the ordered submarines, so will these. If Pakistan Nave had the money and the capacity to make and run more 90Bs it definitely would have. But you can imagine how little priority a submarine would get when the country was fighting Taliban in waziristian and needed money there.

You will have the blueprints and the knowhow so,whats the problem?
A submarine is more complicated and you dont have the infrastructure.

Navy projects are the most expensive anywhere in the world.
Here "Pappu Bacchay" cry about usual defence budget , claiming that "Fauj Sara budget Khaa jaati hay".
And you are talking about billions in procurement budget.

Turkey should acquire 2 squadron of jf-17 with raad nuclear tipped...and hide it for future to come

Why not,you have the infrastructure to build ships dont you?
You will have the blueprints and the knowhow so,whats the problem?
A submarine is more complicated and you dont have the infrastructure.
Until 1980s we exported ships to China.
The biggest ship built in Pakistan is still active.
The 17200 ton cargo carrying capacity ship MV Islamabad.
We have a habit of going backwards instead of forward.

The 'ToT' on those submarines was basically the ability to assemble a submarine after importing all/majority of the components from France. There was no actual design ability or 'technology' transferred.

The difference between the French and the Turks is that (1) Pakistan now has a larger industrial base to absorb actual technology transfers (2) The Turks are actually assisting Pakistan with absorbing the ability to design our own ships & integrate various subsystems of our choice.

When we talk about 'ToT', we need to distinguish between being able to assemble imported kits vs the ability to manufacture all or part of the product in house and make design improvements in the future, to the existing baseline design or a 'from scratch' design.

yes..and french were offering the subparts necessary to build a sub at cost 500% of the original...when PN asked "hey we can buy new sub with this much high cost for sub-parts"..french said "of course" and pulled out a new scorpion design from their pocket "see here it is"..PN said.."you must be kidding me"..french said "ofcourse"

Exactly. Even with the Turks, we won't be able to localize most of the inputs, but we'll be able to design the system and work with input suppliers directly. So, our frigates can use ship-grade steel from Turkey, engines from Germany, Chinese SAMs, locally designed electronics, and locally made anti-ship/land-attack missiles. We never had this level of control with any of our past programs, be it Agosta 90B, F-22P, etc.

My theory is that the 4th MILGEM -- i.e., 1st frigate -- will take 6-7+ years to design, build, launch and commission. KSEW and MTC have a lot to learn. However, once they complete the ship, that ship will be the basis of a next-gen mainstay frigate.

including radars?
I don't know. PAC is trying with its own radar program, but it'll depend on the PN if it wants to commission a radar program for ships (but all of the critical parts, e.g., TRMs, will come from overseas anyways). I was thinking more along the lines of CMS, EW/ECM/ELINT, sonar, etc.
