IFR is actually not a big issue at the moment. JF-17s are not going for long-range strike missions anytime soon.
IFR is not only needed for deep strikes, but also for extended endurance in CAP missions for example, or if the wing wetstations are occupied with heavy weapons, like C802s. The smaller centerline fuel tank alone won't offer any of that, which is why that is an important capability. The simple fact that PAF operates IL78s alone makes that clear too, otherwise they simply would have chosen IL 76 for transport roles only.
When you have limited budget you need to prioritize what is needed. Right now we need to get JF-17s out of the factory and in the hands of the pilots. We have ageing Mirage and F-7s that really need replacing. If PAC is not opting of IFRs right now, there must be a reason. I am not saying we don't need IFRs. All i am saying is that the minimum time spent in structural modification for JF-17 (whether retractable IFR or permanent) can be spent on other tweaks. Right now JF-17 needs a powerful Radar, counter measures and more hard points. The current on station time for JF-17s with three drop tanks is sufficient to cater within Pakistan's limited airspace and the CAPs and CASs that require it.
This is a curious logic -- when talking IFR, you guys come up with "we got no money" and in the same breath you say we need a better engine, better avionics and throw in a better radar -- How does that make sense? Cap with three drop tanks? and it can still carry weapons? Why not just say you need a better ship? OF course IFR is necessary

JF-17 Block 2 will have mid-air refueling capability and upgraded avionics.
The third squadron in addition to the 16th and 26th squadrons would be established soon.
The current production rate is around 16-18 per year. If manpower increased, the rate could be raised up to 30 per year.
