CATIC and PAF Win the Working Together Award of the 8th Aerospace Laureates

2012-11-13

The 8th Aerospace Laureates awarding ceremony was held at Zhuhai Television at 19:30 on November 12th, 2012. “Laurel Awards” is the most authoritative and influential prize in China’s aviation and aerospace industry. Over 400 high-level officials and elites from government, military forces, aviation industry and civil aviation attended the ceremony and watch the disclosure of eight awards together.

CATIC and Pakistan Air Force (PAF) won the Working Together Award by the success of FC-1/JF-17 program. It takes fifteen years for CATIC and PAF to go from the negotiation of cooperative research and development in 1992 to FC-1/JF-17’s first flight in 2003 and finally to its delivery in 2007.

In February 1992, China and Pakistan decided to co-develop a multi-role, all-weather light fighter named “Super-7”. On August 25th, 2003, prototype 01 of Super 7 made its first flight successfully. China and Pakistan agreed to change its name to JF-17(Joint Fighter)/FC-1. From the beginning of 2007, FC-1/JF-17 was delivered to PAF in small batch.

On March 23rd, 2007, the National Day of Pakistan, grand military parade was held in Islamabad. Coated with the national flags of China and Pakistan, the FC-1/JF-17 flew overhead and its debut won thunderous applause from the spectators. Chinese officials present were extremely excited at the scene.

On March 7th, 2009, CATIC signed a series of contracts with PAF, including a sales contract of 42 JF17/FC-1, a cooperative manufacture contract, an avionics cooperative manufacture contract. Total volume of the three contracts amounts to 1 billion US dollars, making it the contract of largest trading volume in the history of China’s military trade. CATIC and PAF embraced a new stage in their cooperation.

As the key military trade program of CATIC, FC-1/JF-17 program has encountered more difficulties and challenges than ever before. CATIC creatively made use of the methods of program management and developed a new management mode with its own features. This program has trained a group of skillful, hard-working and devoted talents who can handle the whole process of a program from establishing good customer relationship to collecting all-round and precise market information; from carrying out tough business negotiation to implementing the whole program; from receiving short-term high-level delegations to managing long-term expert team. CATIC has also moved one step further along the road to become a supplier of military aircrafts and services and also an integrated platform for international technology cooperation, thus accelerating the development of the export of China’s military products in aviation industry.

Learning and cooperation is a more effective way to improve working thoughts and methods. During the implementation of FC-1/JF-17 program, China has sent out numerous experts to assist PAF with the manufacture and staff training. Now, the manufacturing base for the 3rd generation fighter has been established in Pakistan and the airframe and main avionics equipment of FC-1/JF-17 can be assembled, tested and manufactured in Pakistan. Therefore, Pakistani people have realized their dream of being able to produce modern aviation products.

Meanwhile, plenty of Pakistani engineers and technicians have come to China for work and study. The AVIC-PAF Officer Development Program (APOD) has trained many high-level officials from PAF. Those officials all come from the headquarters, military bases and combat troops of PAF and they come to learn the most advanced aviation technology and modern enterprise management concept. Their visit to the first-class aviation enterprise and research institutions helps them gain an insight into the development of China’s aviation industry and China’s profound culture. The study and visit also enhances PAF’s confidence and capabilities in practice, as well as the mutual understanding between CATIC and PAF. The cooperative mode is being strengthened and improved in the process of constant exchange and communication.

In February 2010, the first JF-17 squadron of PAF was set up, making JF-17 an official member of Pakistan’s order of battle. The second squadron was set up in April 2011 and was deployed in frontline base.

In December 2010, when Premier Wen Jiabao visited Pakistan, three FC-1/JF-17 aircrafts escorted the Premier’s plane and put on an aerobatic flight show for Premier Wen in Chaklala Air Base.

People of China and Pakistan always describe the Sino-Pak friendship as “higher than the mountain, deeper than the ocean, and sweeter than the honey” and “we would rather abandon the gold than giving up our friendship”. CATIC and PAF even compare their relationship to “all-weather partner”. When faced with terrorist attacks, Pakistani people would cover China’s experts with their own bodies and our Chinese experts did live up to the friendship and held fast to their position in spite of dangers around.

In 2010, FC-1/JF-17 made its debut in the international arena at Farnborough International Airshow and generated major buzz. Later in November 2010, at the 8th China International Aviation & Aerospace Exhibition held in Zhuhai, FC-1/JF-17 demonstrated its first aerobatic flight at an international air show. In November 2011, its first appearance in Middle East at Dubai International Airshow drew great attention again. All media are speculating that whether FC-1/JF-17 will become the most popular aircraft in the next ten years.

There is no doubt that CATIC and PAF will work side by side, pull together their forces and inaugurate a new era for FC-1/JF-17 program.
