Because if Japan had nuclear weapon，then USN would have to retreat from japanese ports.With the nuclear power，japan would not be a puppet of US.And no way US army can stay in a base of a country that have nuclear weapon，japanese won't let you do that.

to an US-japan nuclear deal that allows them to store and process spent fuel without IAEA regulations. Korea don't have this
