1-Dismantle ISI with immidiete effect. Create a new civilian institute Reportable directly to Interior Ministry.
2-Force Terminate all Army officers from the ranks of Brigadeers and Above. Promote new lot from existing Colonels.
3-Court Marshal and Capital Punishment for all officers actively involved in meddling with government affairs. Set an Example.
4-Hang all Policemen caught taking orders from outside the Police Forces. Delegate police forces to City level and remove the existing provincial structure.

There is a lot of public mobilization required to reach this point. No one else is in a position to force anything on army unless masses are on streets in overwhelming numbers..
