For that part, there's no need for any theory. It's common knowledge that ISIS fighters are returning to central Asia and China in droves.
ISKP is a mixture of them and ex-Taliban and new recruits from Pakistan. Only the hand of ISI is ambiguous and thus a theory, a very plausible one.

Stop thinking that ISIS is some alien ship that has to be transported into a landlocked country.

You have a very valid question.
ISIS army walking all the way from Syria-Iraq to Pakistan, without passports is only possible when Iran regime is fully on board ISIS drama, if such is the case than Iran would preferably send ISIS directly to Afghanistan.
If ISIS had come to Pakistan with fake Pakistani passports, still they need to have exit stamp on passports, which is only possible when equal amount of people are travelling from Pakistan towards Iran, if such is the case... it's gross negligence of Pakistani intelligence agencies.

whenever the Pakistani and Afghan governments start talking and meeting with each other... then a series of blasts take place in Afghanistan and Afghan regime starts blaming Pakistan and Pakistan blames Kabul when its soldiers and citizens are attacked.

I dont think we have ever conducted airstrikes inside Afghanistan. even not during the 80s when the soviets were gone.
