Honestly there is no Islamist issue that stops Muslim countries from recognising Israel as long as Israel remains in opposition with International Law and stays an occupying force it can't be recognized. If Israeli government starts showing respect for the Judgements of the International Court of Justice and follows it there is no point in not recognizing Israel but its existence today is in direct violation of International law not to mention they have openly stated that they won't recognise a Palestinian state.

At the most basic level Pakistan to this day does not recognise Israel's right to exist, so relations between the two can only go up from here as they are currently as basic as it gets.

Israel is a sovereign country already whether Pakistan recognizes or not. Arabs do recognize it as a legitimate state on 1967 borders, but they will make it official as soon as it accepts the Arab peace initiative. Whether Pakistan recognizes it or not doesn't concern us in anyway.
