Close to 8 months has passed since India declared Rafale as the winner of MMRCA. But yet there is no sign of inking the deal. Every now and then conflicting news between two sides on price, ToT, investment of the percentage of the deal amount back in India keeps coming up. The only place where the deal has shown consistency is postponement. First we hear the August - September timeline from IAF Chief, then December timeline by defence ministry and now March,2013 timeline.

My only worry is what if at the end of 2013 we get to hear that "the deal with Dassault regarding delivery of 126 rafale jets has failed."

They suppose to sign the contract by end of 2012.

If more time pass, 2014 elections will be near and will again get delayed.

Maybe there is a disagreement between Netas, Babus & the rest for share of the spoils conned due to this deal. Once that's settled.. things should be fine!!

I doubt anyone on this forum is an Indian military insider who knows this kind of stuff. We are all guessing.

This is what IAF chief said last September. He was saying deal will be signed by the end of this financial year, but our stupid media must have interpreted it as end of year 2012.

The purchase deal for 126 Medium Multi-Role Combat Aircraft (MMRCA) fighter planes should be signed by April 2013, Air Chief Marshal N.A.K.Browne, Chief of Air Staff, said.

“Negotiations are on. We should be able to finish [the contract] this financial year. It is a complex process. We are discussing offsets, transfer of technology, HAL’s [Hindustan Aeronautics Limited] role and the cost, of course. It is progressing well,” he said on Thursday.

The Hindu : News / National : MMRCA deal likely by April: IAF chief

Why not just have patience & wait for this fiscal to end than opening such speculative threads??

This deal is HUGE, not just for India but for whole world, France needs this deal more than India does, as any failure to sign the only export deal of Rafale means No More export orders for Dassault. The time taken in signing this deal is very much justified as the planes will be licensed build in India & France will only make 18 of them. I am sure that this deal is no more about just 126 planes but instead consists of 126+63 (follow-on order) + Maybe 50-60 Rafale M more for the IN in it's n-mrca, so we are talking about 200+ jets, complete TOT, $20 billion, huge weapon package,30-40 years of spare supplies, etc.

Of course our negotiators need some time before they go ahead with signing on the dotted line.

There seems to be a problem in transporting the bribe money! None of the courier companies may have accepted the amount as it would mean deploying at least 4 to 5 jumbo jets to carry the load! So that's where the delay is! :D

but i have read that dassault have already started technology transfer or kits to HAL and HAL have started work on assembling line

The date for contract signing was always april 2013.

@OP: If you want to ask questions or discuss something, use the existing MRCA threads or the sticky IAF thread.

The IAF chief said towards the end of the Fiscal Year and not the calendar year. This was quite clear from the beginning.

That seems justified financially. If i am not wrong than for every procurement, our armed forces have to pay half (or some %) of the amount of the deal in advance after the signing of the contract, now that means we are talking about billions of dollars of advance payment, how could IAF pay it in mid fiscal?? but they can pay it if the fiscal ends & they get new capital budget.

8 months to sign a contract.... seems rather lengthy especially for a military deal which are usually cleared soon.
