Iraq looks to Russia for advance S400 air defense system

Russian weapons didnt let Iraq down. Poor Iraqi training, weapons maintenance and parts probably did them in. Everyone knows Saddam's army was toothless tiger from lack of adaption to long term weapons embargo on Iraq.

That plus Iraq was using outdated soviet era weapons mostly from the 70’s and 80’s which are not even comparable with modern Russian Armor and weapons.

I see this as short time gap filler for regional problems..

they should focus on an own industry if stability is given

I disagree, the weakness makes other states exploit it. Iraq is in the center of the middle east which is the worst place there is with threats in every direction. Establishing air defense / ability to enforce airspace control is basic defense capability, nothing like Iraq in the past building missiles and arming itself with 6000 tanks. It's normal.

A lot more should be acquired, the air force needs between 96 to 196 modern fighter jets per previous estimates by the air force general.
I guess Turkey is meant by this, Iraqis regularly claim that Turkish cross border operations are illegal while in fact Turkey and Iraq have signed the so called ''Border Security and Cooperation Treaty'' in 1983 which allows booth countries to conduct cross border operation if any threat is attacking from others territory.

In fact Turkey is the biggest guarantor of Iraq's teritorial integrity.

During the lack of authority in Iraq, Turkey's relation with Iraq was in a unique situation. The central government in Baghdad had no power in Northern Iraq but Turkey's core issue about Iraq was in Northern Iraq—Iraqi Kurdistan. So, unwillingly, the Turkish government created political relations with Iraqi Kurds, Talabani, and Barzani.:307 An independent Kurdistan and division of Iraq's integrity was also a threat to the Turkish government. So, while Turkey was establishing political relations with Kurdish political leaders, it also signed a hot pursuit agreement with Saddam Hussein and made several military operations to Iraqi Kurdistan against PKK camps. The 'Border Security and Cooperation Treaty' was signed between Turkey and Iraq on February 1983 and the first military operation was made in the same year by the Turkish Armed Forces. Then these military operations repeated several times during the 1980s, 1990s, and 2000s. Turkey launched 24 military operations to Iraq between 1983 and 2008. In this way, Turkey was practising its physical power in Iraq, threatening and balancing the Iraqi Kurdish political power as well as fighting against the PKK. Turkey found a pragmatic solution for its security problem in this unique situation but this situation was only a short term period and it changed after the Second Gulf War and the invasion of Iraq.

No one in Iraq cares about the attacks/airstrikes on the PKK in the north neither do I.

Ok, then which state is exploiting the lack of air defense in Iraq?
Im asking because Turkey is the only one doing cross border operations into Iraq as far as i know.

In 2015/2016 a foreign state sent a cargo jet to Arbil, the US Air Force stopped it as it didn't comply with Baghdad. Probably some state seeking to arm the Kurds.

Turkey's airstrikes in the far north (PKK) are quite irrelevant to Iraq, it's the attempt and desire for operations in and around Mosul that are considered a threat and therefore air defense would be useful in countering such attempts. Including all the recent Sinjar threats.

As for the PKK this group is a joke, it's just that Turkey's policy has enabled them to grow. Iraq never really supported them, it just happens to be that Iraq has a soft policy towards the PKK but then again Iraq's new gov has a soft policy towards everyone there is. Even ISIS which is why they managed to grow so big.

Truth is majority of Iraqis could care less about Turkey targeting PKK in North Iraq. In fact they are doing us a favour more than anything else.

In my opinion if Iraq and Turkey really worked together and put all the religious expansionist fantasies aside. They could eventually control the region strategically and economically. Building railroads and highways from Iraq’s new southern port to Turkey will save over 2 weeks in transportation time than if they were to go around the Suez Canal. Turkey could help Mosul become the hub of northern iraq and decrease the the strategic importance of the Kurdish region.

There are also many other fields such as arms production investment opportunities...

unlikely for political reasons, and if it happens it would not be announced and most likely a PMU air defense branch would have to operate it which also is unlikely as the PMU has a bad political relationship with the US which would not like that whilst flying above Iraq.

American removal from Iraq would give it more independence but also expose itself more and IS would feel more comfortable.

I guess thats one of the reasons why Kurds are being used as a tool to drive a wedge between the countries of the region.

But you cared about Kirkuk and were waiting to get it, and the ISIS conflict allowed you to finally get it. Not gonna lie, that was a good strategic move on the Kurds.
