A document released on the website of the US Central Intelligence Agency shows that the Islamic Republic outstrips the United States in terms of reserves of foreign exchange and gold.

The document known as the World Factbook shows that Iran ranks 19 with $133.7 billion in forex and gold reserves until December 31, 2016. This comes as the US ranks 20 with $117.3 billion.

China tops the list with $3,098 billion worth of foreign exchange and gold reserves, followed by Japan with $1,127 billion.

Foreign-exchange reserves is money or other assets held by a central bank or other monetary authority so that it can pay if need be its liabilities, such as the currency issued by the central bank, as well as the various bank reserves deposited with the central bank by the government and other financial institutions.

Reserves are held in one or more reserve currencies, mostly the United States dollar and to a lesser extent the Japanese yen.

And yet Iran's economy is on a downward spiral and it's currency remains unstable and how much money and gold you have stocked in banks isn't really helping normal people in Iran.

As to why it's like that the answer is clear and has nothing to do with Sanctions at the end of the day the MAIN SOURCE of most of Iran's Economic problems is the deluded and backward social and religious policies of our government!

In most countries TV, Radio, Music, Marketing, film and cinema bring in billion in revenue in various ways from Actors and Musicians that make money and then spend it to billions in marketing and advertising who are a key component in the distribution & expansion of consumer products and services.
Today absurd delusional policies by the Iranian government has made foreign based Sat TV Channels the main location where Iranians go for their daily shows, movies, music videos, news...
That means the money for advertising that should be restricted to TV & Radio stations inside Iran is now going out of the country!
And Iran's Music industry, TV, Radio, marketing & Film industry are all suffering because of delusional religious policies!

Another MAJOR factor is the lack of a proper Tourism industry that is again directly linked to Iran's social religious policies! Today Turkey is bringing in as much foreign currency with Tourism as Iran brings in with Oil and the indirect benefits of a healthy Tourism industry and lack of absurd religious policies has given Turkey an economy twice the size of Iran!
