To answer the OP question: Yes
Iran's economy was actually on the right path, even with sanctions in place, during the Khatami era Iran's GDP experienced annual real growth of 6%, despite all the restrictions and sanctions.
But that came to halt in the years of Ahamdinutjob and their Ultra-Arabparasts followers and it actually became negative, so of course Iran's GDP would have grown even better without sanctions.
