Syria is ally of Russia and gets their best weapons. Iraq also always had stronger air defence that Iran (until 1991 war).

If Syria gets Russia's best weapons, then we would of seen S-400, Su-35, Mig-35, Mi-28, Ka-52, iskander-M, in Syria by now.

tor m1 were jam by Israeli during the syrian raid .after that russia has improved the system .so whether iran have received the upgraded version or the earlier version would be crucial in the war . but if US join the war i think it will be difficult for Iran do anything with this as US has the Electronic warfare technology to counter any system in Iran inventory .

Syria didn't have the Tor system, and it hadn't placed any other short range air defenses around the site.

these are medium and short range SAMs.
iran need a long range AA SAM to be 100% safe.

Actually medium range SAMs in large numbers are more important than long range SAMs. They are more capable of hitting maneuverable targets such as multirole fighters. Long range SAMs like the S-300 are better optimized for shooting down large bomber and transport aircraft and some ballistic missiles.

* Iran's air defence is very similar to Syrian air defence from 30 years ago.
* Israel destroyed Syrian defences then with no problem.
* Today Israeli air foce is much stronger.

there are some reports that say russia was signing a deal with syria to buy su 35 , but it was cancelled to due israeli winning
