It really depends, at some point in the near future Iran space program will sky rocket. just wait for our new launch sites to be made.
perhaps a Iran-Pakistan cooperation will happen

One day in the future, the nations in the West will be asking us if they can use our Satellite Navigation Systems.

Eventually it will happen...Chinese beidou will have 30 odd satellites and also china is a major Financial contributor in European Galelio Navigation system..In a few years when both systems are operational..Receivers will be programmed to receive signals from Both Beidou and Galelio and will have 70+ satellites up there for Greater coverage and an exceptional positional accuracy..
So all Europe will use Galelio/Beidou Hybrid system.
