A good possibility. I would also suggest the possibility of it being a small-caliber anti-submarine rocket but given the Damavand's basing in the Caspian, makes that theory unlikely.
The side by side of the Dagestan and Damavand is quite telling. The Dagestan (one of only two Gepard-class frigates in Russian service and quite unlike the later models sold to Vietnam) is slightly larger than the Damavand but not dramatically so (102 meters vs 94 meters length, 13 meters vs 11 meters beam). As part of their original kit, they were fitted with twice as many AshMs as the Damavand, two true CIWS, and 20 short-range SAMs at her disposal.
