The question should rather be if you are intoxicated or under the influence of any drug.

That is clearly a fake beard and I remember watching the original clip and it was not from any Arab country. Wearing one of the many Arabic traditional clothing's does not make you an Arab!

Besides what is the relevance of that clip? A strange one that is, LOL.
