That is great. It will greatly help the Chabahar region to grow, will save natural gas used for electricity production and is cleaner. Also, a desalination plant in an area that has shortage of fresh power is necessary.

Right now, there is a 1000 MW powerplant in Bushehr, south Iran made with help of Russians. (first nuclear plant in Middle East)
Construction of 2 other 1000 MW power plants will begin this year, again with help of Russians.
Another 1000 MW will be built later by Russians.
2 100 MW will be made by China near Chabahar.
More others on the way, perhaps will be built by Japanese or again, Russians.

Ties were established since between ancient Persia and Middle Kingdom. In modern days, I also look forward to much co-op between our two countries, economic & defense!
On economic fronts, hope President Rouhani will find China & AIIB helpful for Iran's benefits in infra, energy & industrial!

Which one is better my friend? Our Balouch countrymen poverty pushing them to immigrate to Iran's already crowded cities. Or seeing them prospering while some crazy people may commit terrorist acts? I'd go with the second. It is really their turn to taste the benefits of development. That area has been overlooked for far too long while it is one of the most resourceful areas of Iran.

SMR is quite a new technology and Iran does not have it. Neither Iran had any plans or any ongoing research project for SMR.
IAEA for years having been encouraging its member states to develop SMR technology but as you can see in this IAEA link, Iran is not even mentioned among the countries doing SMR research: SMR - Nuclear Power - IAEA

Tehran, Sept 8, IRNA – Iranian Organization for Registration of Documents and Properties and China's Intellectual Property Office on Tuesday signed a memorandum of understanding on intellectual property.
According to IORDP, the MOU aimed to form a general framework for bilateral cooperation to respect intellectual property.
It said that the MOU would serve to improve economic, commercial, scientific, and technological relations between China and Iran.
Before signing the MOU, the two sides exchanged ideas on high level policymaking, considering the latest achievements in the intellectual property and copyright laws.
Sponsoring training courses for the personnel in the field, surveying the information technology and intellectual property management, exchange of information, documents and experience in order to broaden the public awareness about the need to respect intellectual property and copyright.
The MOU envisaged sponsoring joint conferences on the issue.
