If you live in Pakistan.. you have to pay tax and Zakat in Pakistan.
If you declare your self minority, than principally you should pay double tax.
People who travel abroad for holiday but have no record of tax /zakat payments... should be jailed without any inquiry, which is contrary to your demand of allowing them to hand carry $ to Iran.
Record of every Pakistani travelling abroad and his /her purpose, must be publicly available in national database.
