tens kg - what Iran launched so far.
hundreds kg - weight of small practical satellite.
thousands kg - weight of manned mission.

For manned mission Iran needs 100 times more powerful launcher than it has now.

I doubt Iran has interests in manned-mission, the current objective is probably to test and improve re-entry vehicle capability for improving their missile capabilities

To be tested on. Just like Union Carbide did its tests on you. And you could not do a damn thing. Just like good monkeys.
