I'm not sure about the exact wording. but the spirit of the law was to prevent a humiliating situation like a puppet Pahlavi deploying American troops on Iranian territory. and giving them immunity to do virtually whatever they want on Iranian territoriy, free from Iranian laws.

it was meant to safeguard Iranian independence and sovereignty. Not to shoot ourselves in the foot when were in the middle of an important war that greatly affects our national security. And preventing allied countries from using our military bases/assets just because.........

that's just dumb. this is not a servitude type relationship. its very common for allies to share assets/bases etc.....
