Indonesian air force indeed have a plan to add 3 fighter squadrons in the future aside from current negotiation on SU-35 to replace F-5, although the leading contender is F-16.

Nobody knows better than PAF who has been operating F-16s since the 80s and PAF has been actively involved in the JF-17 project. So rest assured all that knowledge of operating F-16s have been incorporated within the JF-17. As a result today JF-17 performs as good as an F-16 and even supersedes F-16 in certain aspects.
As for the upgrades i highly doubt more updates will be available for the F-16. Lockheed is struggling to find a customer for F-16, they last attempt was India with block 70 but India knows well that the life of this plane is over. If no orders come F-16 plant will shut down anyway. JF-17 on the other hand in entering block 3.
I hope Indonesia makes the right choice keeping in view their requirements.
f16 newer aircrafts are atleaast 3x times expensive though and weapons are more expensive, maintaince freedom will be less
, in this video if you add 30-40, network warfare capable block two or even better block 3 air craft guided by 1-2 AWACS , armed with BVR's, the balance would definitely tilt towards Indonesia albeit only in terms of defence. Iam speculating that chances of the sale of thunders are high , they could form the quantitive Part of the Indonesian air force , supporting offence ops of the su 35's , while also bringing strong anti shipping abilities especially if you add cm 400 to the mix.,
Watch the video I suggest. F16 would be great yet they would be strings attached , would have lesser range harpoons , no chance of super sonic anti ship warfare , would need western aerial refueling tankers and awacs, would not be able to perform network centric warfare with the Su's,

i dont expect indonesia to get free hand eitherMaintenance and freedom restrictions is only for Pakistan. Look at UAE turkey and proposed sale of F-16 to india . The most favoured nations have a much larger freedom to operate their F-16 without strings attached
And JF-17 would be able to do all of this which you say F-16 cant.? they are already operating F-16 along with SU-30 and using AIM-120 C. What advantages SD-10 A can provide over AIM-120 C ?
