Just because US companies manufacture underwear or laptops in China doesnt mean US cant manufacture underwear or laptops. Similarly, US has outsourced launching payloads to Russian rockets because it was cheaper, not because they dont have the tech. Nasa spent all its money over the decades on the space shuttle program, something that is light years ahead of anything China has, and thus they neglected to produce cheap efficient rockets to launch payloads. Now Spacex and several other of their private companies are doing that for them.

Not really and a pretty bad analogy, they might not have built pyramids, but they have built tower, bridges etc and way more complex than the pyramids, which shows they can easily build the pyramids. China on the other hand has done nothing more complex than the moon landing, which remains the single biggest technological feat man has ever accomplished, and its been 60 years since then.
