Yes, it is. The source doesn't tell you it's a Kolkata class ship next to a Talwar class ship, but it obviously is.

All three Kolkatas were launched between 2006 and 2010. They were meant to be in service between 2008 and 29012. However, numeorus systems, particularly the joint venture missile systems and Ukrainian portions of the propulsion system that were late delayed the final outfitting and launching of these vessels. It was almost seven years after the Kolkata was launched before it started sea trials in 2013. During those sea trials, machinary issues were noted and the vessel is now back at the builder's ship yards to repair those issues. Official christening therefore was delayed from the late summer of 2013 until the Spring of 2014. She is expected now to be in service in 2015, almost nine years after launch. It is expected that all three vessels will now bein services by 2017.

These are the largest naval vessels ever constructed at the Indian naval yards at Mazagon. The Kolkata class is the Indian Navy Project 15A developed by the INS Navy's Directorate of Naval Design, with detailed design developed by Mazagon Dock Limited (MDL). The first three vessels are Project 15A, Kolkata Class guided missile destroyers. As stated, they have all been launched, the INS Kolkata, in March 2006, the INS Kochi in September 2009, and the INS Chennai in April 2010.

These three vessels, with their strong VLS systems for anti-surface and anti-air warfare, their AESA Radars and Battle Management Systems will significantly improve India's area air coverage at sea as well as the strength of its multi-mission capabilities in ASW and anti-surface warfare operations. These warships were designed with enhanced stealth features and land-attack capabilities. Indian designed and built systems onboard include the HUMSA-NG (Hull Mounted Sonar Array – new generation) and the Nagin active towed array sonar. The Kolkata Class will also employ the indegenous BrahMos cruise missiles and the Indo-Israeli Long Range Surface to Air Missile (LRSAM) which has a range of 70 km. Each vessel is expected to cost close to 1 billion U.S. dollars. As such, they will also be excellent escorts for the new Indian Carriers, the INS Vikramaditya, and the INS Vikrant.

china makes a destroyer in 2-3 years flat and we take freaking 9 years??
and chinese 0522d are actually more stealthy are almost equally armed compared to kolkata class.

maybe we wake up and smell the coffee too,it almost appears that we are making destroyers totally by hand without using any machine,lol
