not a yes or no... RAW has not been involved at all in Pak. But on the other hand india has lobbied hard to make Pak into a terrorist state by the owrld. So its not like all credit to RAW, but some credit to the indian govt in keeping out of Pak and focussing on the world to show the truth of Paks evil intentions to the world. Dude, RAW is actively involved with BLA. India don't want China's linkage to gulf countries through highways in Pakistan to Gwadar port.

Moreover, they are now have started supporting other factions too.....so that Pakistan remains on its toes ad far its internal matters are concerned. This also hampers the economic growth on the country as unstable environment brings no no investment.

They foreign policy makers, RAW analysts etc. plan not just for few months but for decades.

Even the most knowledgeable poster can't make a really solid argument about India's policy. Its that complex.

China already has a port in gwadar, and US has moved its USS enterprise close to gwadar do not know why. Meanwhile, RAW, or MOSSAD,etc does not operate there due to many reasons like, there is no specific language, no specific ethnicity and no specific government, and it is a very big region. So it becomes tough for any intel. agency to influence any group.
