NEW DELHI: The National Investigation Agency is set to use the Mutual Legal Assistance Treaty with Myanmar to approach the neighbouring country to hunt down the attackers it has listed as part of its probe into the June 4 ambush on the Indian Army in Manipur.

India plans to locate the killers seeking shelter in Myanmar before the polls scheduled there in November, officials said. In its communication to Myanmar, the NIA also plans to include locations of some of the NSCN (K) camps, they said. Besides NSCN (K) leader SS Khaplang, the NIA has identified two self-styled Lt Generals identified as Nyemlang Koyna and Nicky Sumi, who were instrumental in the attack on the Indian Army.

The others identified by the agency include Apan Koyna , a selfstyled colonel; Gaysing Panemi, a revenue collector; Mani Panemi, a self-styled brigadier; Angam Dangmei, regional chairman; Robinson Panemi, regional secretary and Atchui, financial secretary belonging to NSCN (K).

India and Myanmar had signed the treaty in 2010.The NIA has also identified some of the locations where the alleged cadres of NSCN (K) involved in the killings are staying. "We have also got the details of some of the phone numbers that were used before the attack. These mobile numbers of Myanmar belong to NSCN (K) cadres and were used before and after the attack," said a senior official. NIA plans to include the details regarding the movement of Khaplang,
who according to intelligence officials was admitted at a hospital in Yangoon at the time of the attack but has since been discharged.

Large quantity of explosives found in Assam's Goalpara district - The Economic Times

GOALPARA: A huge quantity of explosives was recovered in Assam's Goalpara district and a person apprehended by Army, a Defence spokesman said today.

Based on intelligence, Army launched an operation at Marnai on Thursday and apprehended a person identified as Hobibur Rehman.

8 kg of explosives and 52 detonators were found in his possession, the spokesman said quoting delayed reports.

The individual was suspected to be a supplier of explosives to various militant groups in the region of Lower Assam.

The recovery on time averted major subversive activities, he said.

Delhi: In yet another operation along the Indo-Myanmar border, the India Army has killed three People's Liberation Army (PLA) terrorists, as per a report on Monday.


As per India Today news channel, the Indian Army carried out the surgical strike on Saturday night.

Three PLA terrorists were reportedly killed when they were trying to flee.

The channel also said that the Army brought back the bodies of the terrorists.

However, there has been no official confirmation of the same.

In June this year, the Indian armed forces had carried out surgical operations inside Myanmar to target militant groups believed to be responsible for the deadly ambush in Manipur that killed 18 soldiers of the Army's 6 Dogra Regiment.

The cross-border operation was the first of its kind and was conducted by special forces of the Indian Army in coordination with the Air Force.

38 Northeast insurgents were believed to have been killed in the strike at that time.

It was said that the plan for the first of its kind operation was chalked out hours after insurgents killed 18 soldiers in an ambush in Chandel area of Manipur on June 4 and got the clearance from Prime Minister Narendra Modi on the night of June 7, soon after his return from Bangladesh, sources privy of the details had been quoted by news agency as saying.

Special forces personnel were air dropped deep inside the Myanmar territory, closer to the camps of the militants, reports said.

Resurgent NSCN-K on a mission to recruit 'child soldiers'

In a bid to instil young spirit, the veteran Naga militant leader and Supremo of NSCN-K, S S Khaplang has ordered aggressive recruitment drive along the border villages on Indo-Myanmar border in Manipur, Nagaland and Arunachal Pradesh.

The NSCN-K is recruiting school-going students and taking them to their bases in Myanmar, Assam Rifles sources said on Wednesday. Assam Rifles has records of at least 15 school-going students who have been recently recruited by NSCN-K, the paramilitary force claims that the recruitments have been “forceful”.

“NSCN-K has been continuing with its drive to recruit schoolchildren at gunpoint, because the peace-loving citizens of Nagaland have refused to support any form of violence and are not willing to replenish the depleting strength of NSCN-K cadres,” Assam Rifles stated in an official statement on Wednesday. According to Assam Rifles, most of these “child soldiers” were taken from Phek District of Nagaland. They are probably taken to Tsera in Myanmar and then to the Ngiakching Camp, where NSCN-K imparts military training, sources added.

Sources further revealed that self-styled Brigadier Kurichu, Commander of Mobile-V Group of NSCN-K and very close aide of Khaplang have been given the responsibility to oversee the aggressive recruitment drive.

Assam Rifles, in its statement, said the recruitment drive was in direct contravention to the Convention on the Rights of the Child adopted by the United Nations General Assembly on November 20, 1989.

On March 14, 2015, NSCN-K had unilaterally abrogated the ceasefire with the Centre and subsequently attacked security forces in the region. The Security forces have also killed several NSCN-K cadres in past few months.

NIA announces cash reward for NSCN-K top brass | Zee News

New Delhi: Three months after the gruesome attack in Manipur that left 18 Army personnel dead, NIA Thursday announced a cash reward of Rs 7 lakh for information leading to arrest of S S Khaplang, Chief of NSCN-K, a rebel Naga group allegedly responsible for the killings.


NIA also announced a cash reward of Rs 10 lakh on Niki Sumi, self-styled chief of the armed wing of NSCN-K, who is alleged to have led a group of rebels on June four and carried out an attack on Army personnel in Manipur's Chandel district.

"S S Khaplang is head of the NSCN (K) group and Niki Sumi is holding the charge of armed wing of said group. They were closely associated with the decision to attack Assam Rifles personnel at Indira Gandhi Stadium, Kohima on March 26 and subsequent string of attacks on armed forces including the attack on 6 Dogra Regiment Convoy in Chandel district of Manipur on June four killing 18 Army personnel," the National Investigation Agency(NIA) said in a statement.

The agency said any member of the public giving any reliable information about the whereabouts of these hardcore terrorists that could lead to their arrest will be rewarded.

Khaplang is a resident of Myanmar while Sumi hails from Nagaland. There are reports that 75-year-old Khaplang was in a hospital and later shifted to Taga, a place which is at a junction of India-Myanmar-China border.

Piecing together the evidence collected so far, the anti-terror probe agency said the total number of militants who participated in the attack was 23 out of whom two were killed on June four in retaliatory action by the Army in Chandel district of Manipur, official sources said.

Army trucks were attacked with 'Lathod guns' and grenades by suspected terrorists of NSCN (Khaplang), killing 18 soldiers and injuring 15 others in the Manipur attack.

The militants had formed three groups to carry out the attack and explosive-laden cans were planted alongside the road to maximise the damage, the sources said.

During the investigations, NIA examined several surrendered militants of NSCN-K, who also helped them identify many of the accused.

In retaliatory strikes following the ambush, Indian army commandos had hit two insurgent camps at different locations along Myanmar's border with Nagaland and Manipur, inflicting significant damage and casualties.

NSCN(K), which walked out of a ceasefire agreement with India in March this year, has been involved in a series of attacks in tandem with some other militant groups in the North-East under the banner of 'United Liberation Front of South East Asia'.

NIA had registered a case under various sections of the Indian Penal Code, Arms Act and Unlawful Activities (Prevention) Act in connection with the attack.

Haflong: Three hardcore militants, including the Chairman-cum-Commander-in-Chief, of the Dima Halam Daoga (Action group) were killed in an encounter with security forces on Thursday in Assam's Dima Hasao district, police said.

Acting on a tip-off, the police launched an operation in Basabari area of the district and an encounter followed in which the three militants were killed.

The slain militants include the outfit's Chairman-cum- Commander-in-Chief Shibu Kemprai and founder member Nogen Phonglo while the third was yet to be identified.

An AK-47 rifle and two pistols were recovered from the slain militants.

Combing operations in the area was on, the police added.

The bodies of the slain militants have been sent to Haflong Civil Hospital for post mortem.

Heavy exchange of fire between NSCN (K), Assam Rifles | Zee News

Dimapur: Heavy exchange of fire took place between NSCN-K cadres and the Assam Rifles after the troopers raided two villages along the India-Myanmar border, according to reports.

The incident happened on Thursday night after over 100 Assam Rifles personnel entered two of the villages on the Myanmar side of the border - Shera and Shashen - in search of 10 NSCN (K) cadres talking shelter in the villages.

However, there have been no reports of any casualties.

The exchange of fire has taken place after the National Investigating Agency (NIA) on Thursday announced Rs.17 lakh bounty for any information on NSCN (K) chief S.S. Khaplang and the faction`s military chief Niki Sumi.

According to sources, the exchange of fire went on for two hours and since the incident another 1,000 Assam Rifles soldiers have arrived in Koki village in Myanmar along the border.

Koki is the neighbouring village of Old Thewati, which is in Indian side along the border, in Nagaland.

Earlier, in a similar incident nine people were killed including civilians when Assam Rifles soldiers open fired at the NSCN (K) cadres in Pangsha area of Indo-Myanmar border on August 28.

The incident happened on the same day a Naga Mothers Association (NMA) delegation was to visit the NSCN (K) to urge them to re join the ceasefire again that they had abrogated after 14 years earlier this year.

Four held with explosives in Assam | Zee News

Guwahati: Four people were arrested and a cache of explosives was recovered from them in Assam`s Cachar district, police said on Tuesday.

The explosives include one improvised explosive device (IED), one detonator, 52 gelatin sticks and a map, police said, adding that the four were arrested from a house near Silchar.

"There were specific information about the explosives and based on the information, we raided the house and could recover them and made the arrest the four people," said a top district police officer.

The arrested have been identified as Aataur Rahman Laskar, Ajzal Hussain Laskar, Azmal Hussain Laskar and Maskar Ali Laskar, the police official said.

"It is, however, not yet sure as to what are their intentions or if they are associated with some terror outfits," the official said, adding that interrogation is on to get the details and ascertain their motives.

Militants' plan to blow up Assam bridge busted | Zee News

Guwahati: A plan by insurgent outfit NSCN-K to blow up a major bridge in Assam`s Silchar town connecting the Barak Valley to the state`s neighbouring Dima Hasao district and Manipur was busted on Tuesday, police said. Four people have been arrested in this connection.


Two militants of the National Socialist Council of Nagaland-Khaplang (NSCN-K), involved in the plot, managed to escape. The security forces -- comprising police and Assam Rifles -- recovered the explosives meant to be used in blowing up the Sadarghat bridge, Cachar Superintendent of Police Rajveer said.

Four "local accomplices" were arrested during the operation, the police official said.

An improvised explosive device, detonator and about 60 gelatin sticks were recovered.

"Based on information, security forces cordoned off Sonai area in Silchar in the early hours of Tuesday. We arrested four people from the place and seized some explosives.

"During interrogation, those arrested revealed that they were harbouring the NSCN-K militants who planned to blow up the Sadarghat bridge," the police official said.

The two NSCN-K militants, however, escaped under the cover of darkness, he said.

The four arrested persons were identified as Ataur Rahman Laskar, Afzal Hussain Laskar, Azmal Hussain Laskar and Maskar Ali Laskar.

Police said those arrested were to help the militants in planting the explosives.

The Sadarghat bridge is a major bridge in Assam`s Barak Valley that connects Silchar with Imphal in Manipur through National Highway 53, Haflong in Dima Hasao, Silchar airport at Kumbhirgram and the entire Lakhipur sub-division of Cachar district.

India denies troops entered Myanmar to act against NSCN-K | Zee News

Guwahati: Minister of State for External Affairs Gen. VK Singh (retd) on Wednesday said Indian troops operated along the India-Myanmar border and did not enter Myanmar to act against militants of NSCN-K and some other militant groups.

Those who had gone beyond the official "brief" must be questioned, the former Indian Army chief told newsmen here.

He was here to attend an awareness meeting on MUDRA scheme.

"The statement of the Additional Director General of Military Operation was that there were operations along the India-Myanmar border. Some people in their `exuberance` claimed that the Indian troops had operated inside Myanmar. Those who had gone beyond the briefs must be questioned."

The Indian Army launched a massive operation against the militants along the India-Myanmar border on June 9, inflicting heavy causalities to rebel groups.

The operation was launched after the NSCN-Khaplang and some other militant outfits on June 4 attacked an army convoy in Manipur`s Chandel district and killed 18 soldiers and injured 11 others.

After the operation, some media organisation reported that the Indian Army had crossed over to the other side of international border with Myanmar and attacked the bases of militants in the neighbouring country.

Union Minister of State for Information and Broadcasting Rajyavardhan Singh Rathore had appreciated the "surgical strike inside Myanmar as a bold step taken by the Centre".

V.K. Singh said relations between India and Myanmar have started improving.

"In fact, Myanmar is taking our concerns seriously and if everything goes well close relationship between the two countries will open up new opportunities of trade and connectivity," he said.

Meanwhile, he termed the ongoing agitation in Assam over the Centre`s decision to regularise the entry of minority communities from Bangladesh and Pakistan as a result of misconception.

"It is a total misconception. There should be no controversy. The notification issued by the Central government is a pan-India notification and it should not be taken into consideration in respect to one particular state," he said.

Three militants held in Mizoram | Zee News
Aizawl: Three suspected militants of Manipur-based Hmar People's Convention (Democrats) were arrested from Bilkhawthlir village in Kolasib district of Mizoram, police said today.

The three were arrested when they were allegedly extorting money from villagers yesterday, SP Lalzahngova said.

Police also arrested two civilians of the village when they were on their way to allegedly hand over Rs 12,000 to the HPC(D) militants, he said.

'Biggest operation' against Bodo militants launched in Assam | Zee News

Chirang: The Indian Army and Assam Police have launched their "biggest operation" against Bodo militant outfit NDFB, particularly in places close to the international border with Bhutan, a top police official said on Saturday.

Assam Director General of Police Khagen Sarma said this to the media after reviewing the security scenario during a meeting with 4 Corps commander Lt Gen Sarath Chand in Chirang district.

The operation against the anti-talk faction of the National Democratic Front of Bodoland (NDFB) has been launched in areas under the Bodoland Territorial Area Districts (BTAD) in Assam. Chirang comes under BTAD.

"We launched the biggest operation against the NDFB militants yesterday (Friday). In today's meeting, we discussed the measures to be taken against them," the DGP said.

He admitted that although the security forces were able to achieve success during earlier operations against the militants, they were yet to neutralise the outfit.

He said NDFB commander B Bidai, who was involved in the massacre of Adivasis in December last year, has gone into hiding.

"It is difficult to find out someone if he goes into hiding, particularly due to the forest areas, which works in their favour. But if he comes out and tries to attack the security forces, we are going to catch him," Sarma said.

Some NDFB cadres were still in Myanmar and the security forces were taking maximum precautions so that the militants are not able to enter India, the police official said.

Lt Gen Chand said the operation has been intensified, especially along the Bhutan border, the forest areas of Kokrajhar, Chirang, Baksa and Sonitpur with the deployment of approximately 4,000 security personnel since January this year.

"As a result of these sustained and surgical intelligence-based operations, 18 terrorists were neutralised, 539 terrorists or overground workers were apprehended, and 175 assorted weapons, 180 hand grenades and seven IEDs were seized," he said.

He said the central government has been closely monitoring the situation and asserted that there would be no let-up in the operations till the outfit was completely decimated.

The army officer said extra personnel have been inducted with the prime aim of decimating the NDFB, instil faith among the people and bring normalcy in the region.

Two fundamentalists arrested in Assam; 10 rifles seized - The Hindu

The police have arrested two persons allegedly associated with a training camp of a fundamentalist organisation, and seized 10 rifles in lower Assam’s Chirang district, a senior police official said here.

One person was arrested on Wednesday and following his interrogation, the police conducted operations on Friday evening in Daukhanagar under Dhaligaon police station and nabbed the other person associated with the training camp, IGP L. R. Bishnoi told PTI.

The second arrested person, identified as Md Sayed Mia, led the police to the backyard of his house from where eight hand-made AK Rifles and two handmade INSAS Rifles were recovered, Mr. Bishnoi said.

Stating the arms were packed in plastic sheets and buried, the IGP said initial interrogation has revealed that the weapons were being used to train the cadres in the camp busted by the police two days back.

Earlier, three youths suspected to be associated with the same organisation and undergoing training were apprehended on September 16 from Daukhanagar. - PTI

IAF involved in 'Operation All Out' to eliminate NDFB(S) in lower Assam - The Economic Times

CHIRANG (ASSAM): Indian Air Force is involved in 'Operation All Out,' operating since January, along with the army, paramilitary forces and state police to eliminate NDFB(Songbijit) militants from lower Assam.

Gajraj Corps GOC Lt Gen Sarath Chand told the media after an anti-insurgency Unified Command Structure meeting that about 3,500 troops of the army along with the IAF, Assam Police, and paramilitary forces have launched a massive operation against NDFB(S) covering Ripu, Chirang, Manas, Sonai Rupai and Behali reserve forests in Kokrajhar, and Chirang, Baksa and Sonitpur districts of lower Assam.

The operation has been primarily launched to eliminate remnants of the group by protracted and sustained actions for an extended period of time, he said.

A roadmap for 'Operation All Out' was planned to carry out the relentless and well directed operation to decimate the group, instill faith among the local populace and bring normalcy in the region.

The troops on the ground have been sensitised about carrying out specific intelligence-based operations and not to cause any inconvenience to the local populace, the GoC said.

The need of the hour, he said, is to continue with the operations against the notorious NDFB(S) till they are totally wiped out, the General said.


Assam Director General of Police Khagen Sarma, answering queries on operations by Islamic fundamentalist outfits in the state, said, "The NDFB(S) compared to the pan Islamic groups is much lower. We are keeping a very strict vigil."


A defence spokesman said as a result of the intelligence- based operations, 18 terrorists were neutralized, 539 terrorists/ overground workers were apprehended along and 175 assorted weapons, 180 hand grenades and 7 IEDs seized.

The Centre, he said, is closely monitoring the situation and there would be no let-up in the operations till the time the outfit is completely decimated.

NDFB(S) 'commander', his bodyguard arrested | Zee News

Kajalgaon: A self-styled commander of NDFB(S) and his personal bodyguard were arrested from Assam's Chirang district, police said.

Acting on a tip-off, a joint team of police and army launched an operation in Morabari jungle in the district and arrested the duo.

The NDFB(S) commander has been identified as Rabi Basumatary alias Rongabaja and his personal bodyguard as Jwnglaw Narzary alias Jekhai, BTAD IGP LR Bishnoi said.

An AK-56 rifle, 170 rounds of AK ammunitions, 50 rounds of INSAS ammunitions and four hand grenades were seized from their possession.

Basumatary was allegedly involved in the killing of the then inspector-in-charge of Rupsi outpost in Kokrajhar district, Narayan Barman, on September 26, 2013.

IB officer killed by insurgents in Meghalaya

A young officer of the Intelligence Bureau was killed by insurgents in South Garo hills in Meghalaya.

Official sources said the officer, who is a new recruit in the rank of an Inspector, was kidnapped along with another person in South Garo hills when militants intercepted a Tata Sumo vehicle yesterday.

His body was found today, the official said. The fate of the other person was not known.

Sources said a new group called ASAC, a breakaway faction of ANVC, a known militant group in Meghalaya, was suspected to be behind the the kidnapping and killing of the IB officer.
