Imphal: Two mutilated bodies were found at the the site of a powerful bomb explosion near the residence of an MLA in Manipur's Thoubal district last night, a police official said.

The blast occurred in Yairipok Bishnu Naha village of MLA K Meghachandra Singh's Wangkhem assembly constituency.

It was suspected that the two young men, whose bodies were recovered, carried the bombs in a two-wheeler which they rode, a police official said, adding that the mangled parts of a vehicle were found lying scattered near the residential gate of the MLA.

However, the MLA, who is also the Parliamentary Secretary of the Directorate of Information and Public Relations, was away in Imphal, the official said.

One of the multilated bodies could be identified by the police from a driving licence found in the pocket as that of Nameirakpam Boboi of Poirou Khongjil village in Imphal East district.

He reportedly left his home some years ago to join an insurgent outfit but the other multilated body was yet to be identified, the official said.

The police have registered a case in this connection and investigations are on.

Four militants arrested - The Hindu

Four militants, including two girls, belonging to different outlawed militant outfits were arrested by security forces from different places in Manipur, Assam Rifles sources said on Tuesday.

Three hard-core members of the outlawed People Revolutionary Party of Kangleipak (PREPAK), including two girls, were arrested from Chalwa village of Manipur’s Chandel district on November 2, said a press release issued by Assam Rifles.

Arrested militants were identified as Soibam Angou (18) of Yurembam Maning Leikai of Manipur’s Imphal West district, KSH Manjuta alias Lalleima (18) of Sylhet and Phijam Nanao (16) of Wangjing Hidamba Awang Leikai of Thoubal district of Manipur, the release said.

Arrested militants were handed over to the Moreh police station in Chandel district, the release added.

In another operation, troops of Indian Army of Red Shield Division arrested a hard-core member of People Liberation Army Thounaojam Dhameshore Singh alias Laingam (41), a defence release said. - PTI

Suspected JMB terrorist involved in Burdwan blast arrested | Zee News

Agartala: A suspected Jamaat-ul Mujahideen Bangladesh terrorist, who confessed to having been involved in the Burdwan blast in West Bengal, was on Thursday arrested from Tripura's Sipahijala district, about 50 km from here.

Police said Jahangir Hussain (32) was arrested from Himmatpur village under Jatarpur police station bordering Bangladesh following a tip-off from the state intelligence wing.

A contingent of police raided a house in the village in the morning and arrested Hussain (32), a Bangladeshi and suspected to be involved with the Oct 2, 2014 Burdwan blast.

Officer-in-charge of Jatrapur police station Kamalkrishna Koloi said Hussain had married the daughter of the houseowner and was staying there for about last one year.

The village is near a BSF border outpost.

"During preliminary investigation, Hussain admitted that he is a citizen of Chittagong in Bangladesh and was involved with the Burdwan blast," Koloi said.

Hussain was today produced before the court of Sonamura sub-divisional judicial magistrate Bipasha Kilikdar and remanded to seven days police custody.

On October 2, last year an accidental blast took place while manufacturing IEDs in Burdwan's Khagragarh area and led to the arrest of three terror suspects who are members of terror outfit Jamaat-ul-Mujahideen Bangladesh (JMB).

The police recovered bodies of two JMB members Shakil Ahmed and Sovan Mandal - and arrested Amina Bibi and Rajira Bibi. The probe into the blast was handed over to NIA and several more terror suspects were arrested.

Hand grenade found, explosive materials seized - The Hindu

A Chinese-made hand grenade was found at Laijing Ningthou area of Thangmeiband Assembly constituency while explosive materials were recovered from near the gate of the RIMS Hospital in twin incidents in Manipur’s Imphal West district where Assembly by-elections are on November 21.

The hand grenade was placed by some unidentified persons during a music concert on Friday evening, a Manipur police official said adding bomb experts defused the grenade.

Meanwhile, explosive materials including four detonators, five metre-long insulated wire, an empty tin fish container and some iron nails which could be used in fabricating improvised implosive device (IED) were recovered near the main entrance gate of Regional Medical Sciences (RIMS) Hospital by the Lamphel police station personnel, another official said.

The RIMS Hospital complex is close to Hangmeiband Assembly Constituency where the Assembly by-election campaign is in full swing. - PTI
 
NDFB militant wanted by NIA killed in encounter | Zee News

Guwahati: A hardcore cadre of the anti-talk faction of the National Democratic Front of Bodoland (NDFB), who was also wanted by the National Investigating Agency (NIA), was gunned down on Saturday during an encounter with the security forces in Assam's Chirang district.


A defence spokesman based in Guwahati said this, adding that the militant, identified as Jaola Basumatary, was also wanted by the NIA for his involvement in the December 2014 massacre of the Adivasi people in Assam.

"The army launched a joint operation with Assam Police late Friday evening at a remote location in Chirang district. The security forces had received specific information about the presence of the NDFB commander and immediately swung into action," the defence spokesperson said.

"Jaola opened fire, forcing the security forces to retaliate and the militant sustained injury," said the official and added that though he was taken to hospital in the early hours of Saturday, the doctor declared him brought dead.

A commander of the outfit, Jaola was part of the notable hierarchy in the group and was involved in the December 2014 Kokrajhar carnage, where Adivasi people were killed.

The NIA had registered three cases against him in this regard and was on the lookout for him.

The army spokesman said that a pistol and some ammunition were recovered from the slain militant.

Four arms suppliers to militant groups held in Meghalaya | Zee News

Shillong: At least four arms suppliers associated with two militant outfits were arrested in Meghalaya's West Garo Hills district, police said today.

While one of them is a cadre of the NSCN(K), the other three are associated with the proscribed Garo National Liberation Army (GNLA).

GNLA chief Sohan D Shira has inducted the three specifically to help smuggling arms from Dimapur for the outfit.

IG (Operations) G H P Raju said the four were arrested in an early raid yesterday in Tura whey they were getting ready to go to Dimapur for bringing arms and ammunition for the GNLA, he said.

The Nagaland based NSCN(K) cadre Peirai Hao, who was recently released from Tura jail, is suspected to be the kingpin of the arms supplying gang, he said.

From their possession, police have recovered 12 rounds of AK ammunition, a GNLA demand note and Rs 1.5 lakh cash.

The other three arrested persons were identified as Nobin D Sangma, Livingstone Ch Marak and Balgranj R Marak.

Police believe that Nobin used to go to Nagaland with his family members to smuggle weapons in his personal car to avoid suspicion and he had been able to befool the police this way on several occasions.

Nobin confessed to have brought two AK riffles three days back from Dimapur and delivered it to Sohan, the IG said.

Former defence minister Manohar Parrikar on Friday said an “insulting” question by a television anchor to Rajyavardhan Singh Rathore after the 2015 anti-insurgency operation along the Myanmar border prompted him to plan last year’s ‘surgical strikes’ in Azad Kashmir.

Speaking before a gathering of industrialists in Panaji on Saturday, the Goa Chief Minister said, “The surgical strikes against militants in Azad Kashmir (Pakistan Occupied Kashmir) was planned 15 months in advance.”

On June 4, 2015, north-eastern militant group NSCN-K ambushed an Indian Army convoy in Chandel district of Manipur and killed 18 jawans.

Mr. Parrikar said when he was informed about the incident, “I felt insulted....A small terrorist organisation of 200 people killing 18 Dogra soldiers was an insult to the Indian Army and we sat in the afternoon and sat in the evening and worked out the (plan of) first surgical strike which was conducted on 8th June morning in which about 70-80 terrorists were killed (along the India-Myanmar border).”

“It was a very successful strike,” he said, adding that on Army’s side, the only instance of an injury was a leech attaching itself to a soldier’s leg.

Contrary to some reports, no helicopters were used. “I had placed helicopters (on stand by) only in case of emergency evacuation,” he said.

“But one question (from media) hurt me. (Union minister) Rajyavardhan Singh Rathore, an ex-Armyman, was on TV and he was explaining about all kinds of search operations. An anchor asked him ‘would you have the courage and capability of doing the same on the western front’,” Mr. Parrikar recalled.

“I listened very intensely but decided to answer when the time came. The starting of September 29 (2016) surgical strike on the western border was 9th of June, 2015....We planned 15 months in advance. Additional troops were trained. Equipment was procured on priority basis,” he said.

The Swathi Weapon Locating Radar, developed by the DRDO, was used first in September 2016 to locate “firing units” of Pakistani Army, though the system was inducted officially three months later, Parrikar said.

Thanks to this Radar, forty firing units of Pakistani Army were destroyed, he added.

Additional forces from neighbouring districts have been rushed to launch a massive combing operation.

Two troopers of 18 Assam Rifles were killed and six others injured in a bomb blast in Manipur’s Chandel district near the India-Myanmar border on Monday, sources in the police said.

Suspected insurgents detonated a remote-controlled bomb on the roadside near the District Collectorate at 6 a.m. and Rifleman Indra Singh was killed on the spot, while Rifleman Sohalal died of his injuries within hours.

The troopers, along with armed guards, were on their morning jog.

Additional forces from neighbouring districts have been rushed to launch a massive combing operation.

No outfit has yet claimed responsibility for the attack.

Two jawans were killed and four injured in an IED blast in Manipur’s Chandel town on Monday morning. Police told news agency PTI that the jawans were on patrol duty when the bomb exploded near their camp.

All the jawans belong to the paramilitary division, Assam Rifles. The injured have been rushed to a hospital, police added.

Terrorist held for Manipur Army ambush

The National Investigation Agency (NIA) has arrested a member of a banned Manipur terrorist organisation who was allegedly a part of the team that carried out an attack on an Army convoy in June 2015, in which 18 soldiers were killed and 15 other injured, an official spokesperson said here.


The details of the place of arrest were not given out by the NIA and the spokesperson only said 22-year-old Moirangthem Nimaichand Meitei was an active cadre of the Kangleipak Communist Party (Noyon) group. Meitei was part of the team that ambushed the Army convoy near Paraolen village in Chandel district of Manipur on June 4, 2015, he said.

The accused was produced before the special judge on February 20 and was remanded in seven days of NIA custody. Sources said the accused was detained by a combined team of the NIA, Gorkha Rifles and Bishnupur police in Manipur on February 3 from Ningthoukhong area.

The anti-terror probe agency, which investigated the case, had ascertained that the total number of militants involved in the attack was 23, of whom two were killed in retaliatory action by the Army in Chandel district of Manipur, officials said.

Army trucks were attacked with “Lathod guns” and grenades by suspected terrorists of NSCN (Khaplang) and other groups. The militants had formed three groups to carry out the attack. — PTI

Messengers being sent to talk to Khango Konyak, who is said to be on the Myanmar border

The Centre has held meetings to discuss if Khango Konyak, former chairman of the National Socialist Council of Nagaland (Khaplang), who was impeached and expelled by the Myanmar-based outfit could be allowed to enter India.

In 2015, the Union Cabinet headed by Prime Minister Narendra Modi had approved banning the NSCN-K under the Unlawful Activities (Prevention) Act for five years.

The NSCN-K had ousted Khango Konyak accusing him of being an Indian agent.

He had taken over as chairman of the NSCN-K after the banned group’s leader S.S. Khaplang died in June 2017 in a Yangon hospital after a prolonged illness.

Konyak, it is said, is somewhere along the Myanmar border waiting to hear from the Indian authorities.

“A meeting was held to discuss whether Konyak should be allowed to come to India as he was associated with a banned group. We have to see if he can be of any use to the authorities in terms of disintegrating the NSCN-K,” a senior government official told The Hindu.

Yung Aung, the acting chairman of NSCN-K, is a relative of Khaplang and belongs to the Hemi Naga community, native to Myanmar. Indian agencies suspect he has close links with China.

Confirming this, Nagaland’s Deputy Home Minister Y. Patton told The Hindu that they had sent messengers to speak to Konyak.

“We are trying to bring him back to Nagaland…The problem is he has not made up his mind whether to remain with NSCN-K or come back and join the ceasefire. We have appealed to NSCN-K to also join the ceasefire. Let us wait and see…we are on the job,” Mr. Patton said.

“Konyak claims he has a large number of followers in NSCN-K who are ready to desert the outfit and follow him. As per our information, he only has seven members with him. A realistic call will have to be taken on his return,” the official said.

On August 16, a statement issued by the council’s headquarters in Myanmar’s Sagaing region — adjoining Nagaland and Arunachal Pradesh — said it had “unanimously impeached” its chairman for violating “party discipline.” In 2015, militants belonging to the NSCN-K killed 18 Army personnel in Chandel district of Manipur, following which the Indian Army carried out an operation in the bordering areas of Myanmar to destroy the extremist camps
