Indian special forces carry out cross border operation into Myanmar. Several militants Killed

"We must take care of the development along with the security of people living along the international borders. You would be glad to know that under the Border Area Development Programme ( BADP), we have enhanced the share of the region from 30 per cent to 40 per cent," Singh, accompanied by his deputy Kiren Rijiju said.

He said that a committee headed by Chairman of the Joint Intelligence Committee (JIC) R N Ravi had been constituted to suggest measures to effectively manage the Indo-Myanmar border.

The committee is likely to submit its report within the next few days and the government would take action as per its recommendations, he said.

He suggested opening and strengthening of police stations in the border areas to instil a sense of security among the people, which is crucial for successful implementation of the Centre's 'Act-East Policy'.

The Union Home minister also urged the chief ministers to provide land for border fencing by acquisition on urgent basis wherever it was pending.

Singh said the region had a huge stockpile of illegal firearms which were smuggled in from across the border and sold here and beyond.

"Existence of illegal weapons will encourage crimes and vitiate the security eco-system of the region. I would urge the chief ministers to launch sustained drives against illegal weapons and make their respective states free of such arms," he said.

Noting that Mizoram, Tripura, large parts of Assam and Arunachal Pradesh and Meghalaya are "almost free of insurgency", Singh said it was time deployment of central forces was reduced in the Northeast.

On repeal of AFSPA, Singh said there was no proposal in the meeting for review of the Act, which is in-force in North East, except Tripura.

"We want to ensure full-proof security in NE. It is our commitment and conviction," he added.

Talking about the ongoing prolonged talks with militant groups like ULFA and NSCN(K), Singh said it will not take much time now as the government is very serious about it, but declined to share any timeline.

He termed recent violation of ceasefire pact by NSCN(K) "very unfortunate" .

He also said granting of ST status to six communities of Assam was under progress.

"I want to assure the people of Assam that all genuine Indians will be included in NRC. The interest of the Indian nationals will not be affected," Singh promised.

He said the process of updating the NRC was going on under the direct supervision of the Supreme Court and that the Central government had no say in it.

"Any issue arising out of the update process of NRC, the Supreme Court will take cognizance and resolve it accordingly," Singh said.

The Indian Army’s rare strike on foreign soil on June 9 will make it to the force’s elite schools specialising in counter insurgency, jungle warfare and special operations as a case study, a senior army officer told HT.

Indian paratroopers conducted cross-border raids on two insurgent camps in Myanmar –- across the Manipur and Nagaland borders — inflicting “significant casualties” five days after 18 soldiers were killed in Manipur’s Chandel district in the worst attack on security forces in 20 years.

“The operation was a tactical masterpiece and scrutinising it at our teaching establishments will help our military professionals understand the nuances of such strikes,” said the officer, who did not wish to be named because of diplomatic sensitivities.

Two assault teams, consisting of 40 soldiers each, from the elite 21 Para (Special Force) Regiment had penetrated five-seven kilometers inside Myanmar and killed more than 20 insurgents in separate engagements that lasted less than 30 minutes, as first reported by HT on June 10.

The twin raids, authorised by the highest levels in the government, will be studied in minute detail at establishments such as the Counter Insurgency and Jungle Warfare School at Vairengte in Mizoram, Special Forces Training School in Nahan and the Infantry School and Army War College in Mhow, Madhya Pradesh.

The case study will be disseminated to these institutions by the Shimla-based Army Training Command, responsible for developing the force’s concepts and doctrines.

“The Myanmar strikes will make for a superb case study for our soldiers and young leaders. It was a fine demonstration of politico-military will to carry out a punitive strike on foreign soil,” lieutenant general Vinod Bhatia, a paratrooper and former director general of military operations, told HT.

Bhatia stressed it would give soldiers valuable insights into aspects related to planning, preparing, training for and executing such precise operations in unfamiliar territory. “There’s a lot they can learn from the Myanmar raids at the tactical level,” he added.

Need to set up inter-state anti-terrorism intelligence system: Gogoi | Zee News

Guwahati: There is a need to create an inter-state anti-terrorism intelligence system to effectively deal with insurgency problem in North East, Assam Chief Minister Tarun Gogoi said on Saturday.

"There is a need to have an inter-state structure for counter-terrorism to improve coordination in intelligence sharing, joint operations and monitoring of development in the neighbouring states or countries," Gogoi said in his address during a security meeting of all North-Eastern Chief Ministers with Union Home Minister Rajnath Singh here.

The concept of peace should be reinforced in action against the militants and the government should plan for peace missions, he added.

Talking about the development of the region, Gogoi said that the growth of the region will be expedited if the Centre restores Special Category Status for the North Eastern states.

"Peace of the region is intrinsically associated with the development and without the Special Category Status and restoration of 90:10 fund pattern for the centrally sponsored schemes, development of the region is not possible," he added.

Claiming that terrorism in Assam is at the lowest ebb, Gogoi also urged upon Union Home Minister Rajnath Singh to take necessary steps to act against the insurgent groups taking refuge on foreign soils of Myanmar, Bhutan and Bangladesh.

The Chief Minister also spoke on the rise of communal forces in Assam and the state government's conviction to tackle such problem.

Gogoi further said considering the fact that Assam is located at the seismic zone and flood and erosion create havoc in the state, the Centre should allot adequate funds for disaster management and border affairs management.

Rajnath Singh says Central government has zero-tolerance policy on insurgency

In the Garo Hill districts of Meghalaya, some new splinter groups are there whose objective is kidnapping for ransom or looting the businessmen at gunpoint. I would like to make it absolutely clear that the Central government would not talk to such criminal elements. Such criminal activities must be dealt with firmly.

There is need to have Special Investigation Cells to tackle the cases of Extortion and Kidnapping for ransom. It is crucial to restore the popular confidence in the Rule of law. I would urge upon the Hon’ble Chief Ministers to pay attention to it in their respective States.

We know that the North-East Region is replete with illegal firearms. Weapons are smuggled from across the border and sold in the region and even beyond. We are aware of places like Dimapur, being the centres for marketing of such smuggled weapons. Existence of illegal weapons will continue encouraging crimes and vitiating the security eco-system of the region. I would urge upon the Chief Ministers to launch sustained drives against illegal weapons and make their respective States free of such arms.

There are boundary disputes between some States like the ones between Assam and Arunachal Pradesh, Assam and Nagaland, Assam and Meghalaya, Assam and Mizoram, and between Tripura and Mizoram. Recently, disputes started between Angamis of Nagaland and Mao tribals of Manipur regarding Dzukou valley. Many of the disputes are legacies of the past. Unfortunately such disputes, at times, tend to grow into serious tensions that occasionally erupt into violence and displacement of people. I would urge upon the Chief Ministers to resolve them mutually by using their good offices and ensuring that under no circumstances the disputes develop into active tensions. The Home Ministry will be happy to assist, should the Chief Ministers so decide. However, till the dispute is resolved amicably, the status quo must be maintained by both the concerned states.

In the wake of improvement in security scenario, there is a need to review deployment of security Forces in the region. At present the deployment is more than it was when the insurgency was at its peak. In the past few years there has been substantial strengthening of State police also. Without compromising with the security, we must plan to reduce deployment so as to make the environment easy to encourage positive thinking of outsiders about this region on this aspect. I would urge all the Hon’ble Chief Ministers to have a realistic audit of deployment of Central Armed Police Forces in their States. However, I assure you of our endeavour to help you in the deployment of Central Forces when actually needed.

Border guarding is one of prime concerns. I would like to urge all the Chief Ministers concerned to provide land for border fencing and expedite land acquisition on urgent basis wherever it is pending.

The North-Eastern part of India is a high intensity seismic zone. The region is also prone to periodic devastating floods. These disasters cause untold miseries to the people and immense loss of life, property and livelihood. I am happy that the States, with active assistance of the National Disaster Management Authority, Ministry of Home, have built certain capabilities to meet and manage natural disasters. The National Disaster Response Force (NDRF) has one Battalion stationed at Guwahati for the region. We have sanctioned one more Battalion of NDRF for the North-East. I would urge upon the Hon’ble Chief Ministers to maintain and always keep in readiness their State Disaster Response Force (SDRF) and upgrade their Disaster Management capabilities. The Home Ministry will be happy to encourage and help strengthen their disaster response capabilities.

Before I conclude, I assure the people of North Eastern Region that government would take all steps to ensure that they are not discriminated against. Now, I request all the Hon’ble Chief Ministers to enlighten us with their invaluable views on how to further root out insurgency and develop the region, strongly integrating it to the national mainstream.”

that is because of the problem in your hearing ability.
most of the militants are killed in that operation. and indian SF use Hal dhruv helicopter, dhruv did't carry any missiles with it, the chopper was used for exfiltration.
 
Two NDFB militants arrested in Army & Assam Police joint operation | Zee News

Guwahati: Two NDFB(S) militants were arrested and a cache of arms and ammunition was recovered from them in Kokrajhar district by a joint team of the Army and the Assam Police.

"Based on specific information, the Army launched a joint search operation with the Police in Titaguri on July 12.

During the search, two NDFB(S) terrorists were apprehended," a Defence spokesperson said in a statement.

The duo have been identified as Gautam Basumatary and Sankang Basumatary.

"One pistol, one hand grenade, few live rounds and other war like stores were recovered from the apprehended terrorists," the official added.

New Delhi: Myanmar's Foreign Minister U Wunna Maung Lwin called on Prime Minister Narendra Modi here on Wednesday.

"Morning with Myanmar. PM @narendramodi meets U Wunna Maung Lwin, Foreign Minister of Myanmar," Ministry of External Affairs (MEA) official spokesperson Vikas Swarup tweeted.

Maung Lwin, who is presently on a four-day visit to India, arrived yesterday to take part in the first India-Myanmar Joint Consultative Commission meeting. He is leading a high-level delegation to India for the meeting.

The Myanmar Foreign Minister will co-chair the Joint Consultative Commission (JCC) meeting along with External Affairs Minister Sushma Swaraj.

Two of a family killed, three injured in Assam militant attack - The Hindu

At least two persons were killed and three others were injured in an attack by suspected ULFA (Independent) militants, following which a 12-hour bandh has been called in Tinsukia district on Wednesday.

Seven suspected ULFA (I) militants reached Bijuliban village near Pengeri in Tinsukia district on Tuesday night and started firing at Nandlal Shah’s house, Assam Police DIG (Administration) Pradip Ch. Saloi said.

Shah died on the spot while his daughter succumbed in a hospital, the DIG added.

Shah’s wife and nephew also sustained bullet injuries and are being treated now at Assam Medical College and Hospital in Dibrugarh.

One more person was injured and was later released from hospital after preliminary treatment, Mr. Saloi said.

Shah was a businessman having a rice mill, while his nephew had a cycle repair shop, he added.

Following the incident, Bhojpuri Yuva Chatra Parishad and some business associations have called a 12-hour Tinsukia district bandh since Wednesday morning.

The effect of the bandh has been mixed with all commercial establishments like shops, markets and malls being closed, while government institutions remained open.

“The situation is tense but under control. We have dispatched additional forces along with senior officials to the district. The Deputy Commissioner has visited the house of Shah in the morning,” Mr. Saloi said.

The police launched a massive operation to nab the culprits, he added.

The Chief Minister of Nagaland, Mr. T.R. Zeliang, today called on the Prime Minister, Shri Narendra Modi. He was accompanied by an 18 member delegation of MLAs, comprising the entire political spectrum of the State.

The delegation assured the Prime Minister of their firm commitment to the Naga Peace Process. They mentioned that the people of Nagaland, including various civil society groups, were committed to peace. The delegation sought an early settlement to the Naga Political Issue.

The Prime Minister assured the delegation of his Government's unflinching commitment to development of the entire North-East region. He referred to his meeting with the Chief Ministers of the North-Eastern States yesterday, under the aegis of the NITI Aayog, and said the various infrastructure projects initiated by his Government had the potential to transform the region. The Prime Minister said his Government is working sincerely towards a solution to the decades-old Naga Political Issue.

The National Security Advisor, Shri Ajit Doval, was present at the meeting.

Govt working sincerely to solve Naga issue: PM Modi | Zee News

New Delhi: The central government is working sincerely towards a solution to the decades-old Naga political issue besides committing itself to development of the entire North East region, Prime Minister Narendra Modi said here on Thursday.

Modi stated this when Nagaland Chief Minister T R Zeliang called on him along with 18 MLAs representing the entire political spectrum of the state.

The delegation assured the Prime Minister of their firm commitment to the Naga peace process, a PMO statement said.

They mentioned that the people of Nagaland, including various civil society groups, were committed to peace, it added.

The delegation sought an early settlement to the Naga political issue and the Prime Minister said his government is working sincerely towards a solution to the decades-old issue, the statement said.

Modi also assured the delegation of his government's unflinching commitment to development of the entire North-East region.

He referred to his meeting with the Chief Ministers of the North-Eastern states yesterday, under the aegis of the NITI Aayog, and said the various infrastructure projects initiated by his government had the potential to transform the region.

At the meeting yesterday, Modi said Rs 92,000 crore will be spent by the Centre for development of the region, including construction of highways and developing rail networks.


Under Special Accelerated Road Development Programme for the North-East, Rs 35,000 crore is proposed to be invested to develop the Trans-Arunachal Highway and for connecting all district headquarters by a two lane highway (about 6,400 km), he had said.


New rail network is also being created in addition to strengthening the existing network at a cost of Rs 57,000 crore, had told the meeting.

Similarly, investments are being taken up by the telecom, power, civil aviation and shipping ministries in order to improve the connectivity ? air, road, rail and internet ? of the region, internally as well as externally under the Act East policy of the central government.

Two NSCN(K) militants killed in Nagaland | Zee News

Kohima: Two NSCN-K militants were killed and one other was injured in an encounter with security forces at Avangkhu in Phek district of Nagaland, a defence release said on Thursday.

A patrol of security forces was fired upon by the NSCN (K)

militants and in the retaliatory fire two cadres were killed and one was injured last night, the release said.

The security forces had gone to the area on reports of forced recruitment of school boys and kidnappings from Avangkhu and Pokhungri villages by the militants.

Both the militants were in uniform of the outfit and in possession of rifles including one AK-47. A large quantity of ammunition was also recovered from them.

The operation was carried out in support of the local people who were being compelled by NSCN(K) to join their outfit, the release said.

Security forces launch massive operation against ULFA in Assam | Zee News

Guwahati: A day after the ULFA killed two innocent civilians in Assam`s Tinsukia district, police in association with the army and paramilitary forces launched a massive operation on Wednesday to apprehend the culprits.

Additional Director General of Police (Law and Order) R.M. Singh, accompanied by senior police officials from Jorhat, are camping in Pengeri to monitor the situation.

On Tuesday night, militants belonging to the anti-talk faction of the ULFA shot dead Nandalal Shah (65) and his daughter Kajal (21) at their residence in Bijuliban village in Pengeri in Tinsukia district and injured three other members of the family including Shah`s wife and son.

Police said they had intelligence inputs that the ULFA faction might try to attack security forces or Hindi-speaking people in the state ahead of the Independence Day celebrations next month.

Some areas of Tinsukia district saw protests on Wednesday over Tuesday`s killing as hundreds of people took to the streets.

Some areas remained shut for the whole day in protest against the fresh violence by the militant outfit and the Congress-led state government`s failure to provide security to the people.

No Bru refugee turns up for identification in Tripura | Zee News

Aizawl: No Bru refugee has appeared before the Mizoram government officials for identification as bona fide residents of the state at the Asapara relief camp in North Tripura on the fourth day for identification today, Additional Secretary for Home Lalbiakzama said.

Any refugee Bru who would come forward and identified as the resident of Mizoram would be repatriated to Mizoram from Monday next, Lalbiakzama said.

Identification process would continue till tomorrow in the Asapara relief camp which housed 895 Bru families, he said.

Repatriation process of about 3,455 Bru families from the six relief camps in North Tripura has began from June 2 in accordance with the Road Map - IV for Bru Repatriation which was scheduled to continue till September 4.

Not a single Bru has come forward for identification for repatriation since June 2 till date even after the officials conducted verification at three camps - Kaskau, Khakchangpara and Hamsapara.

In accordance with the Road Map -IV, around 3,455 Bru families were proposed to be repatriated within six months as directed by the Supreme Court.

Safe haven of militants in Myanmar biggest threat: Gogoi | Zee News

Guwahati: Assam Chief Minister Tarun Gogoi Friday said the "safe haven" of insurgent groups in Myanmar was the biggest threat to the state and the region.


"The safe haven in Myanmar is the number one threat for us, followed by the same in Bangladesh. In the recently held security meeting with the Union Home minister, I had said that the safe haven should be destroyed to provide security to the North-East," Gogoi said at a press conference here.

"All major groups and their factions, including ULFA (I) NSCN(K), NDFB(S), KLO and KPLT, have their bases in forests of Myanmar," he said.

"In the recent attack by ULFA(I) on the innocent people in Tinsukia, the diktat (rpt) diktat came from the camps of Myanmar. I request the Centre to strengthen the security along the border with Myanmar and operations should continue in full-swing," Gogoi said.

Talking about ULFA(I) Chief Paresh Barua's reported threats to people coming from different states, the chief minister said "nobody bows down to his threat nowadays. We have been receiving his threats all along. The state and central governments will not allow killings to happen."

On Barua's reported denial of involvement in the Tinsukia attack, the chief minister said "we have (rpt) have confirmed that ULFA(I) is behind the attack. It is the most cowardice, inhuman and heinous act to kill innocent civilians. We are going in a big way to catch the culprits."

Referring to the police lathicharge on protesters against the Tinsukia killings in which one agitator died, Gogoi said the people got agitated because of the heinous act of the militants and police had to use lathis to control the mob.

"We express our deep sorrow for the death. We'll definitely provide compensation to the family," Gogoi said.

But, the chief minister said, there was also lapses on the part of the Superintendent of Police of Karbi Anglong P Arnab Deka who was immediately shunted out.

Gogoi also said he had spoken to the Union Home Minister Rajnath Singh and sought additional forces, which was promised to be delivered soon.

New Delhi: Army chief General Dalbir Singh left here on Friday to review the security situation in the northeastern states.

The army chief will visit the area of 3 Corps, which covers Arunachal Pradesh and Nagaland.

The army declined to divulge more details about the visit, which comes a day after two militants were killed and another was injured in an gunfight with security forces at Avangkhu in Phek district of Nagaland.

The intensity of anti-terror operations in the area has increased after an attack on an army convoy in Manipur in June, in which 18 soldiers were killde and 11 others injured.

The army, in a one-of-its-kind operation, had attacked two terrorist camps along the India-Myanmar border.

The Indian Army said the operations were carried out in coordination with Myanmar following specific intelligence inputs.

Hardcore NDFB(S) cadre killed in encounter | Zee News

Guwahati: A hardcore NDFB(S) cadre, carrying a reward of Rs five lakh on his head, was on Friday killed in an encounter with Assam police in Kokrajhar district, police said.

Based on specific information, a police team reached Thersobil Chautara under Gossaigaon police station this evening and the militant started firing after seeing the team.

The policemen returned the fire and the terrorist identified as Sijou, was killed, Bodoland Territorial Area District (BTAD) IGP LR Bishnoi said.

Sijou was the deputy commandant of 14 battalion of the insurgent group Songbijit faction of National Democratic Front of Bodoland (NDFB-S).

"There was reward of Rs five lakh on him. He was involved in killing Additional SP of Sonitpur, Guljar Hussain, in January 2014. He was also accused of a number of killings, including seven Muslims at Balapara, SI Narayan Barman and scores of Adivasis in Kokrajhar district," the IGP said.

The police team recovered one pistol, two hand grenades, one magazine, 12 rounds of ammunition and three mobile phones from the spot, Bishnoi said.

Further operation is going on in the area, he added.

Armed NSCN(IM) cadre held in Manipur | Zee News


Imphal: Troops of Red Shield division of Indian Army apprehended a hardcore cadre of NSCN(IM) at Thonglang Akutpa village in Manipur's Senapati district, a defence release said.


A 9 mm pistol with three live rounds and Rs three lakh in cash were seized from the possession of arrested self styled 'Major' Chinghulan Kamei alias Alang (40) of Awangkhul village in Manipur's Tamenglong district.

The release said he was staying in Habron camp in Nagaland and was moving towards Buning camp of Senapati district to carry out assigned task when he was arrested on July 18.

The arrested insurgent was handed over to the police.
