While there were initial indications of peace talk, India has opted otherwise taking a stance of no budging. 1) Their army has too much profit invested in the conflict. Every time there's a chance of peace talk like Kargil, they create a fuss, spoil it and take over Pakistan.
2) Kashmir is their rally point that is holding Pakistan from falling apart and almost defines their identity. If the conflict is solved, they cannot blame India for everything that's going bad in Pakistan and people will realize it's the govt and army that's been holding them back all these years, and not India.

In past whenever we gave opportunity to ruling govt of pakistan it was PA which was making all impirtant decisions wrt our relations ..So its natural for us to reciprocate to PA and not to powerless govt ..With power there comes enormous responsibility and pakistan govt was not able to carry that responsibility with over reaching militarry ...

Nawaz has good intentions but he doesnt ve the supreme power when it comes to foreign relations...ARmy and ISI leads the way down that route...

Sir, a lot of facts in your post deserve deeper introspection and Indian perspective to reach a logical conclusion. Let us assume that Modi is anti Pakistan and PA thrives on Indian enmity. When Modi invited Nawaz for his Oath taking ceremony, it was a master stroke because had Nawaz turned down the invite then it would have been termed as a political blunder. While accepting the invite has created a rift between PM and army as PA had reservations.
Then it was the turn of PA to show Nawaz that it's PA which runs the show it also it wanted check the response and new policy of Modi Sarkar in dealing with PA on its LoC. Modi's policy of out of proportion retaliation was completely unexpected and unnerved many in PA.
From this point onward Indian Govt has realized that in dealing with Pakistan taking with civil leaders is a waste of time.
And if you think that various attacks as mentioned by you is the handiwork of Doval then one can only say that your intelligence agencies are doing a very good job of confusing the citizen and shifting the blame instead of accepting its mistakes and punishing the incompetent officers in charge.
CPEC is altogether a different issue. Everyone in Indian Foreign and Defense ministries will be having sleepless nights over Pakistan and China jointly present with easy access on Indian border with good connectivity. Therefore on CPEC Mr. Nawaz and PA is on the same page as it suits both of them.
Now looking at the facts from Indian point of view you will understand that it is not Nawaz that India needs to reconcile with. Its Pakistan which needs to reconcile its Power Sharing Structure while dealing with India and to send the REAL Sharif to India to meet and settle issues with Modi.
