Saudi Arabia was already ready to give visas it was the Indian Haj Committee under regressive mullahs that had made that rule

To tell you the truth, there are different schools of thought... if one school of thought says that Hajj is not accepted without a Mahram, even women over 45 who follow that particular school of thought will not apply for Hajj (or very few will apply).
